최근 인터넷에서부터 유출되었던 미국 군·정보당국의 기밀 문건들을 지켜보는 나라들이 많다. 특히 미국의 보안과 기밀에 관심있는 미국의 적국인 러시아와 중공도 깊은 관심을 가지고 있다. 한편 문건에 등장한 국가들은 당혹스러울 따름이다. 국가 안보실 내부에서 기밀 협의 내용이 도, 감청됐다는 것이 확인된 한국을 비롯하여 러시아-우크라이나 전쟁과 연관되어 있는 당사국들도 많은 군사 기밀들이 문건에 포함되어 후속 대응에 나서고 있다.
물론 일반인들에게 알려지는 내용들은 거의 대부분 미국의 뉴욕타임스(NYT)와 워싱턴 포스트(WP)가 출처로 나타난다. 미 국방부가 인터넷을 검색하며 이를 삭제하기 시작했으니 원본 확보도 여의치 않았고, 더불어 100여 페이지에 이르는 문건의 내용을 일일이 실제 상황과 대조한 뒤 기사화하는 작업은 NYT와 WP 이 외에는 거의 불가능하기 때문이다. 물론 미국 정치 전문 매체 폴리티코와 영국 매체들도 일부 문건 내용을 발췌하여 기사화하고 있지만, 크게 주목을 받지는 못하고 있다. 이는 미국과 영국 측에서 보도 통제에 나섰기 때문이다.
러시아 매체인 로시스까야 가제따(Российская газета)와 우크라이나 매체 스뜨라나.ua (Страна.ua) 등에 의하면 NYT와 WP가 2023년 2월 말~3월 초의 우크라이나 전황과 관련하여 러시아-우크라이나 군사 작전에 관한 새로운 정황과 사실들을 기밀 문건에서 확인하여 9일에 보도했다. NYT는 유출된 기밀 문건에 의하면 우크라이나군의 최대 격전지인 바흐무트의 방어 계획과 우크라이나 군 전력에 대한 워싱턴의 평가가 포함되어 있었다고 보도했다. 이러한 대부분의 자료는 미 합참 본부가 첩보를 바탕으로 작성한 보고서라고 지적했다.
또한 미국은 우크라이나의 대 러시아 군사 전략을 보다 분명하게 확인하기 위해 우크라이나의 최고 정치 및 군사 지도부를 정밀 추적하고 있었다고 분석했다. 하긴, 우크라이나 군이 지원받은 무기를 빼돌려 인터넷 암시장에 팔아버리는 행위 등을 미국 또한 모를리는 없었을 것이다. 그러한 비행들을 미국이 애써 묵인하고 있었던 것으로 보여지는데 강적인 러시아를 이기고 약화시킬 수 있다면 우크라이나의 이같은 비행 행위들은 그다지 중요한게 아니다.
가장 관심을 끄는 부분은 2월 25일을 기준으로 한 바흐무트에 대한 전황 분석이다. NYT는 기밀 문건을 인용해 바흐무트에서 주둔하고 있는 우크라이나군이 사실상 러시아군에 포위됐다며 우크라이나군 정보국(GRU)의 키릴 부다노프 국장의 전언에 의하면 우크라이나군이 처한 상황을 Catastrophic (파국적)으로 평가했다고 한다.
부다노프 국장은 러시아군이 바흐무트로 향하는 군수물자 보급로를 완전히 차단하지 못하게 러시아군을 바흐무트 외곽으로 밀어내야 한다면서 자신의 지휘 하에 우크라이나 정예 부대를 2주 동안 바흐무트에 배치할 것을 명령했고 미국에 이에 대한 양해를 구했다. 우크라이나 대통령실의 로만 마쇼베츠 부실장은 바흐무트 서쪽으로 난 유일한 보급로가 러시아군의 포 사정권 안에 들어갔다고 하였다. 문건은 마쇼베츠 부실장의 발언을 근거로 하여 바흐무트에 주둔한 우크라이나군은 거의 포위되었다는 인상을 받았다고 서술했다.
미 정보기관은 거의 모든 러시아 보안 서비스에 침투해 일급 비밀 정보들을 빼낸 것으로 보인다. 러시아군의 공격 목표 지역을 설정하는 것과 서방 측 탱크에 대한 대응 훈련 계획, 그리고 이를 위한 러시아군 참모부의 논의 내용 등이 문건에 포함되었다. 또한 러시아군 정보기관(GRU)이 우크라이나에 대한 지원을 차단하고, 미국과 프랑스, 그리고 젤렌스키의 신뢰성을 훼손하기 위해 아프리카에서 어떻게 프로파간다를 벌이려 하는지 설명한 문건도 함께 유출되었다.
미국은 러시아군을 추적하기 위해 최고 보안 상태의 첨단 위성시스템인 LAPIS를 활용했다. 따라서 러시아는 이번 문건 누출을 계기로 하여 LAPIS에 대한 방해 작전을 벌일 것으로 보여 진다. WP는 소련제 S-300과 Buk(부크) 미사일이 전체 방공 시스템의 89%를 차지하는 우크라이나군은 방공 미사일과 탄약이 절대적으로 부족하다고 밝혔다. 2월 말 기준으로 우크라이나군의 중거리 대공 방어 능력이 5월 23일로 끝날 것이며, 앞으로 겨우 두 세 차례의 대규모 공습 정도는 견딜 수 있을 것이라 예상했다.
서방 측이 제공한 방공시스템 IRIS-T SL과 나삼(NASAMS)용 미사일도 재고가 바닥났다고 문건에 적혀 있었다. 또한 영국 공군의 RC-135 리벳 조인트 정찰기가 2022년 가을 흑해 상공에서 러시아 수호이(Su)-27 전투기에 의해 격추될 뻔했다고 한다. 이에 로이드 오스틴 미 국방장관은 러시아군과의 충돌을 우려하여 미 공군 조종사들에게 크림반도 가까이 비행하지 말라고 지시했다고 한다.
앞서 바이든이 키예프를 방문할 때에도 모스크바에 자신이 방문한다고 통보하고 간 것도 웃긴거고 미 공군 조종사들에게 크림반도 가까이 비행하지 말라고 지시한 것도 웃긴거다. 탄약도 없고 무기도 구식에 전사자도 엄청난 러시아군이라 거의 무인지경일진데 도대체 뭐가 무서워서 미 공군 조종사들에게 크림반도 가까이 비행하지 말라고 지시까지 했던 것일까? 그것도 러시아군과의 충돌을 우려했다고 하는데 세계 최강인 미국이 러시아가 뭐가 무서워서 충돌을 피한다는 것일까?
아마 그런 얘기를 하면 "핵 전쟁으로 인한 3차 세계 대전"을 우려해서라고 할 것이다. 재밌는 것은 러시아 무기가 구식이면 러시아의 핵무기도 구식이라 막상 쏠려고 해도 작동이 안 될 수도 있는거고 오폭하여 러시아가 피해볼 수도 있는거다. 더불어 최근에 러시아가 북한처럼 핵실험한적도 거의 없는데 그럼 핵무기 연식 또한, 소련 때 만들어진 구식인 경우가 많다는 얘기다. 그런데 뭐가 무서워서 러시아와의 직접적인 교전을 꺼리는 것일까?
아마 그 이유는 미국 내에서 찾을 수도 있을 것이다. 미국은 여태 싸워왔던 이라크나 아프가니스탄과 러시아 는 차원이 다른 나라라는 것을 잘 알고 있다. 그리고 러시아의 신형 무기 개발이나, 킨잘, 이스칸데르 같은 초음속 미사일 성능과 기술이 미국을 앞질렀다는 정보 또한 미국이 잘 알고 있다. 그리고 러시아를 직접적으로 자극하여 참전 군인이 된 자국민들을 희생시킬 필요도 없다. 결국 러시아 로마노프 제국 말기, 그레이트 게임의 마지막으로 영국의 대리전 상대를 일본으로 선택해서 러시아와 대적했듯이 미국은 우크라이나를 선택하여 대리전으로 러시아와 대적하고 있는 것이다.
게다가 미국 내에서 전쟁에 넌더리가 난 사람이 많다. 세계의 경찰이랍시고 세계 각 분쟁들에 적지 않은 미군들이 투입되어졌다. 사실 그런 참전으로 인해 미국이 돈을 번다는 이야기가 있지만 그것은 일부 군산복합체 등이나 관련 분쟁 당사자들의 얘기이지 일반 미국 시민들에게는 필요 없는 희생의 강요인 셈이다. 트럼프가 이전 대통령이 되기 전 대선 때 공약이 자국 이익을 추구하고 자국민의 희생을 줄이자는 것이었고 결국에는 각 분쟁 국가들에 주둔해 있는 미군들이 철수했던 것이다. 세계의 경찰로써 세계를 수호한다는 미명 하에 나섰던 일이었지만 미국 시민들에게는 그러한 일들에 대해 서서히 염증을 느끼고 있었다.
게다가 우크라이나가 미국과의 직접적인 동맹국도 아니기에 참전의 명분도 없었다. 그런 복합적인 상황들이 맞물려졌기에 러시아군과의 직접적인 교전을 꺼리고 있는 것으로 생각된다. 이는 미국 뿐 아니라 영국을 비롯한 각 나토 국가들도 마찬가지다. 그리고 그의 3자인 우리 또한 미국이 러시아-우크라이나 전쟁에서 취하고 있는 행위들을 주목할 필요가 있다고 본다. 우리 또한 북한과 마주하고 있는 상황에서 만약에 북한과의 마찰이 발생하면 미국의 행위들을 예측하고 그에 따른 대비도 세워야 하기 때문이다.

In addition to Korea, where it was confirmed that confidential discussions were eavesdropped on within the National Security Agency, many countries involved in the Russia-Ukraine War are taking follow-up measures as many military secrets are included in the documents.
Of course, most of the information known to the general public is from the New York Times (NYT) and the Washington Post (WP). Since the US Department of Defense began searching the Internet and deleting them, it was difficult to secure the originals, and in addition, it is almost impossible for anyone other than the NYT and WP to compare the contents of the 100-page document with the actual situation and then turn it into an article.
