브레이크뉴스 정명훈 기자= 정동영 더불어민주당 의원은 7일 김태효 국가안보실(NSC) 제1차장이 12·3 계엄 당일 골드버그 주한대사와 통화한 사실은 있지만 "계엄 선포는 불가피하다"는 발언은 하지 않았다는 해명에 대해 "노골적으로 거짓말을 하고 있다"고 주장했다.
앞서 정동영 의원은 "토니 블링컨 미 국무장관과 우원식 국회의장 면담 자리에서 필립 골드버그 주한 미국 대사로부터 들었다"면서 "김태효 1차장이 계엄 해제 이후인데도 ‘(야당의) 입법 독재로 한국의 사법행정 시스템이 망가져, 반국가세력을 척결하기 위해 계엄 선포가 불가피했다’는 강변을 거듭했고, 골드버그 대사는 그 이야기를 듣고 경악했다고 한다"고 폭로한 바 있다.

김태효 1차장은 이날 언론 공지를 통해 "정동영 의원이 언급한 내용은 날조"라며 "12·3 계엄이 선포되고 얼마 지나지 않아 늦은 밤 골드버그 대사로부터 걸려온 전화를 받은 바 있지만 육성으로 방송된 대통령 담화문 외 관련 사항에 대해 알고 있는 바가 없고 추후 상황을 지켜보며 정부 간 소통을 이어가자고 했다"고 반박했다.
이에 정동영 의원은 이날 오후 다시 입장문을 내고 "저의 주장이 날조된 것이 아니라 김태효 차장이 노골적으로 거짓말하고 있다는 것은 금방 드러날 것"이라며 "수사당국에 촉구한다. 국가안보실이 내란과 외환의 과정에서 어떤 역할을 했는지, 김태효 차장은 사전에 알고 있었는지, 어떤 역할을 했는지 수사를 통해 명명백백하게 밝혀달라"고 촉구했다.
정 의원은 "저는 그동안 비상계엄사태와 관련해 윤석열 정부의 외교안보의 설계자이자 기획자로 알려져있던 김태효 차장이 수면 아래에 숨어 드러나지 않는 것이 너무나 이해가 되지 않았다"라며 "내란죄와 외환죄의 중심에 NSC가 있을 수밖에 없다. 국가안보실의 실세인 김태효 차장이 모를 리 없었을 것이라는 강한 합리적 의심을 갖고 추적해 왔다. 그 활동의 연장선상에서 ‘외환유치 조사단장’을 맡았다"고 설명했다.
이어 "김태효 차장의 주장에 분노하지 않을 수 없다. 박안수 계엄사령관 등 군 병력에 동원 명령을 내렸던 장성들이 처음에는 말을 맞춘 후 사전에 몰랐고 방송을 통해서 알았다고 뻔뻔하게 거짓말을 했다"면서 "김태효 차장도 이 거짓말을 똑같이 반복하고 있다"고 비판했다.

On this day, First Vice Minister Kim Tae-hyo refuted the claims through a press release, saying, “The content mentioned by Representative Chung Dong-young is fabricated,” and “I received a phone call from Ambassador Goldberg late at night shortly after the declaration of martial law on December 3, but I know nothing about the relevant matters other than the President’s speech that was broadcast live, and he said that we should continue to monitor the situation and continue communication between the governments.”
In response, Representative Chung Dong-young released another statement that afternoon, saying, “It will soon be revealed that my claims were not fabricated, but that Vice Minister Kim Tae-hyo was blatantly lying,” and “I urge the investigative authorities to clearly reveal through an investigation what role the National Security Office played in the internal strife and foreign exchange process, whether Vice Minister Kim Tae-hyo knew about it in advance, and what role he played.”
Rep. Jeong said, “I couldn’t understand why Deputy Director Kim Tae-hyo, who was known as the designer and planner of the Yoon Seok-yeol government’s foreign affairs and security in relation to the martial law situation, was hiding under the surface and not being revealed,” and explained, “The NSC must be at the center of the crime of sedition and foreign exchange crimes. I have been tracking him with strong and reasonable suspicions that Deputy Director Kim Tae-hyo, who is the real power in the National Security Office, could not have been unaware of it. As an extension of that activity, he took on the role of ‘head of the investigation team for attracting foreign exchange.’” He continued, “I cannot help but be angry at Deputy Director Kim Tae-hyo’s claims. The generals who ordered the mobilization of military forces, including Martial Law Commander Park An-soo, initially agreed with each other and then shamelessly lied, saying they did not know in advance and that they found out through the broadcast,” and criticized, “Deputy Director Kim Tae-hyo is repeating this lie as well.”
