이번 인상은 고령화 사회와 화장문화의 변화에 대응하기 위한 조치로, 안락공원의 현대화 사업과 시설 운영의 안정성을 확보하기 위해 추진된다.
진주시는 지난 2013년부터 안락공원 현대화 사업을 추진해왔으며, 그 일환으로 신축 화장장, 봉안당, 자연장지 등의 규모가 3배 이상 확대됐다.
하지만 기존 사용료는 지난 2009년 이후 15년간 동결돼 시설 운영에 어려움을 겪고 있다.
이번 인상은 시설 유지와 관리에 필요한 재정적 기반을 마련하기 위한 불가피한 조치로, 진주시민에게는 최소화된 인상률이 적용된다.
이번 인상으로 화장시설 사용료는 7만원에서 9만원으로, 봉안시설 사용료는 20만 원에서 30만 원으로 오르게 된다.
특히 시는 관내 사망자의 사용료 인상률은 최소화하고, 관외 사망자에게는 수익자 부담 원칙이 적용된다.
이 인상안은 조례 개정 절차를 거쳐 오는 6월부터 시행될 예정이다.
