이번 회의에는 진현환 국토부 제1차관과 김성보 서울특별시 행정2부시장을 비롯한 양 기관 주택정책 담당자들이 참석하며, 지난 3월 19일 발표한 ‘주택시장 안정화 방안’의 후속조치 이행계획과, ‘8.8 주택공급 확대방안’ 등과 관련한 추가 정책협력 과제에 대해 심도있게 논의했다.
먼저, 토지거래허가제도가 내실있게 운영될 수 있도록 기존 토지거래허가구역 지정 지역 대상으로 실거주 의무 위반 여부에 대한 국토부ㆍ서울시 합동 특별 조사를 실시한다.
용산 정비창 개발구역 예정지, 압구정ㆍ여의도ㆍ목동ㆍ성수동 재건축ㆍ재개발 단지, 신속통합기획 재건축ㆍ재개발 단지 등이다.
국토부와 서울시는 서울 관내 주요 지역 아파트 거래와 관련해 기존에 제출된 자금조달계획서ㆍ증빙서류를 토대로 자금조달계획의 적정성과 위법의심거래 여부 등을 면밀히 조사해 필요시 국세청, 금융위, 행안부 등 관계기관에 통보하고, 경찰에 수사의뢰할 계획이다.

부동산 거래과정에서의 불법행위 발생을 사전에 차단할 수 있도록 국토부와 서울시 합동으로 지난 3월 10일부터 집값 담합, 허위매물·신고 등 부동산 거래질서 교란ㆍ불법행위 현장점검도 실시하고 있다.
또한, 국토부와 서울시는 도심 내 주택을 속도감 있게 공급하기 위해 ‘8.8 주택공급 확대방안’ 후속조치와 관련된 기관별 제안사항도 논의했다.
국토부는 신축 매입임대 물량의 신속한 인허가와 서리풀지구 조기사업 추진을 위한 선도보상팀 구성 등을 주문할 예정이며, 서울시는 미리내집 공급 확대를 위한 매입임대 물량 확대 등을 제안하고, 부동산 시장 분석 강화를 위해 시도지사에 대한 부동산 거래정보 공유 확대를 요청할 계획이다.
