청년 인구의 어촌 정착을 유도하고 지역에 새로운 활력을 불어넣기 위한 '청년바다마을' 조성 사업이 본격적으로 시작된다. 해양수산부는 지난 24일, 이 사업의 첫 번째 추진 지역으로 충청남도 서천군이 선정됐다고 밝혔다.
청년바다마을 조성 사업은 지난해 5월, 어촌과 연안의 지속 가능한 발전을 위해 발표된 종합대책의 일환으로 기획됐다. 주거 공간 제공과 함께 어업 기반 일자리를 창출하고, 지역사회와의 원활한 융합을 도모하는 것을 핵심으로 한다.
서천군에는 앞으로 3년간 총 100억 원의 예산이 투입된다. 이 예산은 청년들이 안정적으로 정착할 수 있도록 주거지 조성, 어업 활동 기반 마련, 지역 내 공동체 연계 프로그램 운영 등에 사용될 예정이다.
서천군은 송석항 인근에 부지를 확보해 김산업 특구 및 진흥구역의 이점을 살릴 계획이다. 이를 통해 김 양식 및 가공 관련 일자리를 마련하고, 귀어 청년들의 생계 기반을 다질 수 있는 시스템을 구축할 방침이다.
특히 어촌계와 협력해 20헥타르 규모의 양식장을 입주 청년들에게 전용으로 배정하는 등 지역 어업 자원을 활용한 지속 가능한 정착 모델을 제시했다는 점에서 높은 평가를 받았다.
사업 설계 단계에서는 청년들의 니즈와 창의성을 반영하기 위해 '청년바다마을 조성 설계 아이디어 공모전'이 열렸다. 이 공모전의 대상작인 ‘공동체를 잇는 청년어촌마을, 연리지’는 공유 주거(co-living) 형태와 입문 귀어인과 선배 어업인이 함께 거주하는 주거 모델을 도입해 눈길을 끌었다.
해양수산부는 “청년들의 어촌 유입을 유도하고, 지역과 조화를 이루는 정주 모델을 구축하기 위해 다양한 시도를 하고 있다”며, “공모전을 통해 제안된 아이디어들을 실제 마을 설계에 적극 반영할 예정”이라고 밝혔다.
이와 함께 해수부는 올해 말까지 사업 대상지 한 곳을 추가로 선정하기 위해 지자체를 대상으로 공모를 진행할 계획이다.
