[브레이크뉴스=배종태 기자] 국내 최대 해운기업 HMM의 부산 이전은 자본의 흐름을 지역경제로 유입시키는 막대한 경제적 파급효과뿐만 아니라 해운물류 거점도시로서 부산의 정체성과 경쟁력을 회복하는 중요한 계기가 된다는 분석 결과가 나왔다.
부산상공회의소가 14일 발표한 'HMM 본사 유치 경제효과 및 유치전략' 보고서에 따르면, HMM의 부산 이전은 지역경제에 막대한 파급효과를 가져올 것으로 분석됐다.
■ "HMM, 5년간 고용 2만1천 명 유발… 그중 75%는 부산"
보고서에 따르면 HMM은 향후 5년간 전국적으로 총 11.2조 원의 생산유발, 4.4조 원의 부가가치 유발, 21,300명의 고용창출 효과를 발생시킬 것으로 추정된다. 이 중 부산에만 7.6조 원의 생산, 2.9조 원의 부가가치, 16,000명의 고용 유발이라는 직접적이고도 집중적인 효과가 기대된다.
이는 단순한 기업 이전을 넘어 자본의 구조적 흐름을 수도권에서 지방으로 전환시키는 계기로, 지역 경제 재편과 산업구조 고도화에 핵심 촉매가 될 것으로 평가된다.
■ 해운 클러스터 재건, 고급 인재 유입… “부산 정체성 회복”
정성적 경제효과 또한 주목된다. 보고서는 HMM 이전이 가져올 비계량적 효과로 △해운 클러스터 활성화 △고급 인재 유입과 일자리 창출 △글로벌 해운물류 혁신 거점으로서 도시 위상 강화 △관련 지식서비스 산업 성장 △국토 균형발전 기여 등을 꼽았다.
특히 글로벌 10대 해운사 중 7곳이 해운도시에 본사를 두고 있는 현실에서, 세계 8위 HMM의 부산 이전은 한국 해운산업의 위상 재정립과 직결된다는 분석이다.
■ 신사옥 건립만으로 생산 1.3조·고용 4,570명 유발
HMM 본사의 신축 사옥 건립도 경제적으로 큰 파급력을 지닌다. 50층 규모의 인텔리전트 빌딩 건립을 가정할 경우, 단기적으로 1.3조 원의 생산 유발, 5,179억 원의 부가가치, 4,570명의 고용창출이 이뤄질 것으로 분석됐다.
이는 단순한 건설투자가 아니라 도심 개발과 스마트 인프라 확산, 미래형 업무환경 조성을 아우르는 지역 경제의 ‘업그레이드’로 작용할 수 있다.
■ 특별법 제정과 추진단 구성… “제도 기반 갖춰야”
부산상공회의소는 HMM 유치를 실현하기 위한 제도적 틀 마련도 함께 제안했다. ‘글로벌 해운도시 조성 및 발전에 관한 특별법’ 제정을 통해 △행정특례 △세제 혜택 △기업 이전비용 지원 △R&D 및 해양금융 프로그램 도입 등 종합적인 지원 방안을 법제화해야 한다는 주장이다.
또한 이해관계자 전원이 참여하는 ‘HMM 부산 유치 추진단’ 구성을 통해 민관정 협력 기반의 통합 거버넌스를 구축해야 한다고 강조했다.
■ 노조 반발 해소 위해 ‘상생협약’·선택형 근무 제안
HMM 육상노조의 우려를 해소하기 위한 전략도 제시됐다. 보고서는 △사전 소통 및 정례 협의체 운영 △선택형 정착지원과 원격근무 병행 △정부·기업·노조 간 상생협약 체결 △내부 커뮤니케이션 채널 강화 등 현실적이고 실행 가능한 방안을 내놓았다.
■ 이해관계자 참여 ‘HMM 유치 추진단’ 구성 필요
보고서는 전략 실행의 실효성을 높이기 위해, 정부, 부산시, 지역 정치권, 기업, 노사, 금융기관 등 관련 이해관계자들이 참여하는 ‘HMM 유치 추진단’ 구성을 제안했다. 추진단은 정책 조율, 인프라 지원, 노동 문제 해결 등 유치 전 과정을 체계적으로 관리하는 통합 거버넌스 기구로서 기능하게 된다.
■ “글로벌 해운산업 판도 바꾸는 이슈”
양재생 부산상공회의소 회장은 “HMM과 같은 대기업 본사의 지방 이전은 유례없는 일이며, 지방경제를 살리겠다는 새 정부의 정책 철학이 반영된 전략적 솔루션”이라고 평가했다.
