(브레이크뉴스인천 박상도 기자) 인천시가 지난 19일부터 전면 시행되는 공적 입양체계 개편에 대해 현장에서 안정적으로 운영될 수 있도록 행정·현장·인력 간 협력체계를 정비하는 등 제도 안착을 위한 준비에 속도를 내고 있다고 밝혔다.
인천시에 따르면, 이번 입양체계 개편은 입양 절차에 대한 국가와 지자체의 책임성을 한층 강화해 공공성과 투명성을 높이고, 아동의 권익을 최우선으로 보호하기 위해 추진된 것으로, 개편된 제도는 입양 전 과정을 제도적으로 관리하고 책임 있는 행정체계를 구축하는 데 중점을 두고 있다.
개정된 입양특례법에 따르면, 앞으로 지자체는 입양 대상 아동의 보호 필요성 판단, 보호계획 수립, 보호배치, 가정법원 허가 절차 지원, 입양 전 임시 양육 조치, 사후 상담 및 모니터링 등 전 과정을 주관하게 된다.
인천시는 이러한 제도 변화를 반영해 입양제도 시행계획 수립하고 업무 매뉴얼 정비, 아동보호전담요원 등 실무자 대상 교육을 지속적으로 추진해 왔다.
