김 의원은 "현재처럼 하수처리장만 먼저 지하화하고, 이후 폐수처리시설을 따로 지하화하면 공사비가 더 늘 수밖에 없다"며 "예산 절감을 앞세운 결정이 오히려 중복 공사로 인해 혈세 낭비로 이어질 수 있다"고 비판했다.
김 의원은 대구시에 ▲하수처리장 단독 지하화 사업의 추진 일정 및 절차 ▲기존 통합지하화 계획 대비 현재 사업의 예산·시설 규모 비교 ▲향후 폐수시설을 별도로 지하화할 경우 예상되는 추가 예산 규모 등을 질의하며 명확한 입장 표명을 요구했다.
또한 "주민들의 악취 민원 해결이나 도시철도 순환선 연계를 고려할 때도 폐수처리시설 지하화는 꼭 필요하다"며 "정책에 대한 신뢰를 회복하고 도시계획의 완성도를 높이기 위해서라도 폐수시설 지하화에 대한 타당성 검토 용역을 조속히 추진해야 한다"고 강조했다.
