【브레이크뉴스】박영재 기자=도심을 통과하는 화물철도로 인해 발생하는 비산먼지와 소음 등 주민 피해가 제도적으로 개선될 수 있는 길이 마련될 전망이다 .
국민의힘 이상휘 의원 ( 포항시 남 · 울릉) 은 20 일 , 석탄 · 곡물 등 비산먼지를 유발하는 화물을 운송하는 철도사업자에게 저감시설 설치를 의무화하고 , 이를 이행하지 않을 경우 국토교통부 장관이 개선을 명할 수 있도록 하는 내용을 담은 '철도사업법 일부개정법률안'을 대표 발의했다고 밝혔다 .
이 의원은 "현재 포항 · 울산 · 광양 · 여수 · 전주 · 창원 · 무안 등 7 개 산업단지 인입선과 10 개 항만 화물철도를 포함해 , 전국적으로 총 17 개의 화물철도가 운행되고 있다."며 "그 대표적 사려로 포항 도심 주택가를 가로지르는 괴동선을 꼽았다.
괴동선은 "지난 1971 년 개통 이후 지금까지 포스코 원자재와 제품을 운송하는 핵심 통로로 활용되어 왔지만 , 수십 년간 발생한 비산먼지 , 소음 , 교통 단절로 인해 인근 주민들은 창문조차 열지 못하는 주거환경에 시달리고 있다"고 했다.
그러면서 "이 같은 문제는 포항만의 특수한 사례가 아니라 전국 곳곳에서 도심을 통과하는 화물 철도로 인해 주민 건강과 안전이 위협받고 있으며 , 생활권 단절과 도시 발전 저해 요인이 되고 있다는 지적이 이어져 왔다."며 법안발의 배경을 밝혔다.
이 의원은 “ 도심을 관통하는 물류철도는 산업 발전의 한 축을 담당해왔지만 , 이제는 주민의 삶과 도시 발전을 저해하는 요소가 되고 있다 ” 며 “ 더 이상 지역 주민이 희생되는 구조는 용납될 수 없다 ” 고 지적했다 .
이어 “ 이번 법안은 최소한의 비산먼지 저감 조치를 의무화해 주민 피해를 줄이고 , 나아가 전국적으로 도심 통과 물류철도의 운영 방식 전반을 재검토하는 계기를 마련하게 될 것 ” 이라며 “ 산업 물류와 시민 안전이 조화를 이루는 제도적 기반을 확실히 다져가겠다 ” 고 강조했다.

He added, "This problem isn't unique to Pohang. There have been persistent concerns nationwide that freight railways passing through urban centers are threatening the health and safety of residents, disrupting their livelihoods, and hindering urban development." He explained the rationale behind the bill's introduction.
Representative Lee stated, "Logistics railways running through urban centers are a key pillar of industrial development. He pointed out, "While industrial logistics have been a major concern, they are now hindering the lives of residents and urban development." He added, "A structure where local residents are sacrificed can no longer be tolerated."
He continued, "This bill will mandate minimum dust reduction measures to reduce damage to residents and, furthermore, provide an opportunity to reexamine the overall operation of urban logistics railways nationwide. We will firmly establish an institutional foundation that harmonizes industrial logistics and citizen safety."
