앞서 서 의원은 지난 7월 보도자료를 통해 “소비쿠폰이 내수 진작과 경기 회복을 목적으로 도입되었으나, 농어촌 주민들은 사용처 부족으로 오히려 소외되고 있다” 고 지적한 바 있다. 당시 전체 하나로마트 2,208 개 중 단 121 개 (5%) 에서만 사용이 가능해, 일부 섬 주민들은 생활필수품을 구입하기 위해 여객선을 4 시간 타고 나간 뒤 환승까지 해야 하는 불편을 겪고 있다는 사실을 공개하며 제도 개선을 강력히 촉구했다.
