[브레이크뉴스=이성용 기자] 국민권익위원회는 창원시 진해구 두동에 추진 중인 보배복합지구 개발계획이 변경되어 교통혼잡 등 피해를 우려하는 지역주민들의 민원 해소를 위해 27일 부산·진해경제자유구역청 대회의실에서 현장조정회의를 개최했다.
이번 조정회의는 보배복합지구에 물류업종이 입주할 수 있도록 개발계획이 변경되면 대형차량의 진출입으로 인한 교통혼잡, 소음, 환경 피해 등이 우려되어 개발계획 변경을 반대한다는 취지로 지역주민 단체인 ‘두동발전위원회’가 제기한 고충민원에 따른 것이다.
국민권익위는 정부의 가덕 신공항 및 부산항 신항 건설 계획에 따라 조성되는 배후지역 중 하나인 보배복합지구에 물류업종을 추가하는 등 개발계획을 변경하는 것이 국가 물류 경쟁력 제고와 지역 산업 발전에 기여할 수 있을 것으로 판단하였다.
이에 따라 지역주민과 사업시행자, 부산·진해경제자유구역청, 산업통상자원부, 경남 창원시 등 관계기관이 모두 참여하는 조정을 추진하였다.
조정안에 따르면, 지역주민들은 물류업종을 반영하는 보배복합지구 개발계획 변경안을 수용하기로 하되, 이로 인한 피해를 최소화하기 위한 주민들의 요구사항에 대해서는 다음과 같이 조정하기로 합의했다.
첫째 국도 2호선 진출입로에 입체교차로를 설치해 달라는 요구에 대해서는 교통영향평가 및 도로관리청 협의를 거쳐 교차로 설치 방식을 결정하기로 했으며, 둘째 보배복합지구 내 주민 편의시설 설치 및 환경개선 요구에 대해서는 주민과 협의하여 추진하되 관련 비용은 사업시행자가 부담하기로 했고, 셋째 두동에서 보배복합지구 간 대형차량 진출입을 통제해 달라는 요구에 대해서는 두동 중앙로에 대형차량의 진출입을 차단할 수 있는 시설을 설치하기로 했다.
다만, 두동지구 내 고등학교 부지를 보배복합지구로 이전하는 요구는 지역주민들과 경상남도교육청 협의 결과에 따라 이전하지 않기로 하였으며, 마지막으로 보배복합지구 내 공동주택부지를 조성하라는 요구는 해당 지구가 산업단지이므로 주택 건설을 병행하기 어렵다는 점에 따라 요구하지 않기로 했다.
