[브레이크뉴스=이성용 기자] 국토교통부 주관 ‘2025년 우리동네살리기 도시재생사업’ 공모에 통영시와 의령군 2곳이 선정되는 쾌거를 거뒀다.
선정된 전국의 10곳 중 경남에서만 2곳을 차지해, 도의 전략적인 도시재생 정책 추진과 지자체의 적극적인 기획 노력이 결실을 만들었다.
우리동네살리기 사업은 주민편의시설 부족, 주택 노후화 등 쇠퇴한 소규모 주거지역에 생활밀착형 주민편의 공공시설을 공급하고 주거환경을 개선하는 사업이다.
이번에 선정된 통영시 명정지구와 의령군 정암지구는 지역 고유의 문제를 정확히 진단하고, 주민과 함께 도시재생 해법을 도출한 점에서 높은 평가를 받았다.
▣ 통영시 명정지구 – “주민․이웃․마을 안전하고 든든한 동행, 명정”
통영시 명정지구는 40년 이상 된 노후 건축물이 78.8%에 달하고, 독거노인과 기초생활수급자의 거주 비율이 매우 높은 곳으로, 2026년부터 2029년까지 4년간 총사업비 약 96억 원(국비 50억 원)이 투입돼 재생사업이 추진된다.
핵심 사업은 ▲빈집 철거 후 커뮤니티형 방재 공유마당 조성 ▲주민 중심의 ‘단단한 동행센터’ 건립 ▲명정샘터 활용 마을 스토리텔링 공간화 ▲집수리 지원 및 경관개선 ▲고령자를 위한 유니버설디자인 기반 골목길 정비 등이다.
특히 ‘동행센터’는 주민 쉼터, 경로당, 소통센터, 작은도서관 등 복합 기능이 결합된 주민거점으로, 지역 공동체 회복과 고령자 돌봄에 큰 역할을 할 것으로 기대된다.
또한 주민협의체 등 지역 자생단체가 사업 전반에 참여하고 있어 지속 가능성이 높다는 점에서도 주목받고 있다.

▣ 의령군 정암지구 – “다시 빛나는 별 정암에 정들다”
의령군 정암지구는 ‘안전한 주거환경 조성, 생활인프라 조성, 건강한 휴먼케어’를 목표로 총사업비 91억 원이 투입된다.
정암지구는 고령인구 비율이 50%를 넘고, 노후 주택과 공·폐가가 혼재된 지역으로 정주환경 쇠퇴가 심각한 상황이었다.
이 지역에는 ▲노후 골목길 정비(정암 정들길, 빛나길) ▲정암별빛커뮤니티플랫폼 조성(노인 돌봄, 공동식당 등) ▲이바구점빵 조성(솥바우협동조합 운영) ▲노후주택 집수리 및 교육 ▲지역자산을 활용한 마을축제 개최 등 하드웨어(H/W)와 소프트웨어(S/W) 사업이 균형 있게 추진된다.
정암루, 솥바위, 정암철교 등 역사문화자산과 연계한 스토리텔링형 도시재생이 강점이며, 관광객 유입과 지역경제 회복을 함께 도모할 계획이다.
특히 커뮤니티 기반의 ‘솥바우협동조합’ 운영 및 마을 주민 자립형 거버넌스는 타 지자체의 모범 사례가 될 것으로 보인다.
도는 공모 기간 차별화된 경쟁력 확보와 실현 가능성 있는 사업계획수립을 지원하기 위해 경상남도 도시재생지원센터와 함께 전문가 컨설팅을 지원했다.
