[브레이크뉴스=배종태 기자] "글로벌허브특별법과 북극항로 시대의 부산 역할 조명"
부산광역시는 국회 행정안전위원회 소속 이성권 국회의원과 공동으로 오는 9일(화) 오전 11시, 국회의원회관 제1세미나실에서 ‘부산의 미래를 논하다, 글로벌허브특별법으로 열어가는 북극항로 시대’를 주제로 국회 토론회를 개최한다고 밝혔다.
이번 토론회는 국가균형발전과 북극항로 개척이라는 시대적 과제에 대한 공감대를 확산하고, 이를 뒷받침할 법적·제도적 기반으로서 ‘부산글로벌허브도시특별법’의 입법 필요성과 방향을 논의하기 위해 마련되었다.
이날 행사에는 국회의원(행안위 및 부산지역 의원), 행정안전부·국무조정실·해양수산부 등 관련 중앙부처 관계자, 부산시 및 부산상공회의소 등 유관기관 관계자, 연구기관 및 일반 청중 등 약 100여 명이 참석할 예정이다.
토론회는 개회식을 시작으로, 세 개의 주제발표와 종합토론, 질의응답 순으로 진행된다.
첫 번째 발표는 이경덕 부산시 기획관이 맡아, '부산글로벌허브도시특별법의 의미와 주요내용'을 소개한다. 이 법안은 2024년 제22대 국회 개원과 동시에 부산지역 여·야 의원 전원 공동 발의로 제출되었으며, 현재 관련 중앙부처와 협의를 마친 상태다. 특별법은 부산을 글로벌 경제·물류 중심지로 육성하기 위한 기반 마련을 주요 골자로 하고 있다.
이어 김태유 서울대학교 명예교수는 '북극항로 시대와 부산의 역할'을 주제로 발표한다. 북극항로가 열릴 경우 부산항이 국가 거점항으로서 갖는 전략적 위치와 이에 대비한 국가 차원의 선제적 준비 필요성을 설명할 예정이다.
세 번째 발표는 정민수 한국은행 지역경제조사팀장이 맡는다. '대한민국 성장전략과 거점도시 중심 균형발전'이라는 주제로, 수도권 집중 현상에 대응해 거점도시 중심의 전략적 투자가 지역 간 균형 발전에 효과적이라는 정책적 방향을 제시할 계획이다.
□종합토론 및 입법 논의
세 발표에 이어 진행되는 종합토론에는 ▲김인환 (사)국가생존기술연구회 회장 ▲김근섭 한국해양수산개발원 항만연구본부장 ▲이명호 부산국제금융진흥원장 ▲이승욱 국토연구원 국·공유지연구센터장 등이 참여해 다양한 관점에서 의견을 나눈다.
특히, 현재 국회 행정안전위원회에 계류 중인 ‘부산글로벌허브도시특별법안’이 지난 달 26일 행안위 법안소위에 상정되면서 본격적인 입법 논의가 시작된 시점에서 열리는 이번 토론회는, 법안의 타당성과 정책적 필요성에 대한 다양한 의견을 나누는 중요한 계기가 될 것으로 기대된다.
부산시는 “북극항로 개척은 단순한 항만 문제가 아니라, 대한민국 경제 지형을 바꾸는 국가적 프로젝트이며, 이를 뒷받침할 특별법은 부산뿐 아니라 국가 균형발전 차원에서도 중요하다”고 강조했다. 이어 “이번 토론회를 통해 부산의 미래를 위한 공론화와 입법 추진이 더욱 탄력을 받을 수 있기를 바란다”고 밝혔다.

Busan Metropolitan City announced that it will co-host a forum with Representative Lee Sung-kwon, a member of the National Assembly’s Public Administration and Security Committee, on Tuesday, September 9 at 11:00 AM in Seminar Room 1 of the National Assembly Members’ Office Building under the theme: “Shaping Busan’s Future Through the Global Hub Special Act in the Era of Arctic Shipping.”
The forum aims to foster consensus on national balanced development and preparation for the opening of the Arctic sea route, which are key strategic priorities for Korea. It will also explore the legislative direction and necessity of the Busan Global Hub City Special Act as a foundational legal and institutional framework for these objectives.
□Attendees and Agenda
The event will bring together approximately 100 participants, including National Assembly members (particularly from the Public Administration and Security Committee and Busan constituencies), officials from relevant central government ministries such as the Ministry of the Interior and Safety, Office for Government Policy Coordination, and the Ministry of Oceans and Fisheries, as well as representatives from Busan Metropolitan City, Busan Chamber of Commerce and Industry, research institutions, and members of the general public.
The forum will begin with an opening ceremony, followed by three thematic presentations, a panel discussion, and a Q&A session.
□Key Presentations
▲Lee Kyung-deok, Director General for Policy Coordination at Busan Metropolitan City, will present on “The Meaning and Key Provisions of the Busan Global Hub City Special Act.”
The proposed legislation was jointly submitted by all Busan-area properly, across party lines, at the start of the 22nd National Assembly in 2024. The bill has already undergone inter-ministerial coordination and seeks to position Busan as a global center for trade and logistics.
▲Professor Emeritus Kim Tae-yoo of Seoul National University will present on “The Era of Arctic Shipping and Busan’s Strategic Role.” He will highlight the critical need for Korea to prepare proactively, positioning Busan Port as the key national hub for Arctic maritime trade.
▲Jung Min-soo, Team Leader at the Bank of Korea’s Regional Economic Research Division, will speak on “Korea’s Growth Strategy and Balanced Development Through Key Cities.” He will argue that investing in a limited number of regional hub cities is an effective policy response to address the overconcentration in the Seoul metropolitan area and promote national cohesion.
□Panel Discussion and Legislative Outlook

Of particular note, the Busan Global Hub City Special Act, currently pending in the Public Administration and Security Committee, was formally listed for deliberation by the committee’s legislative subcommittee on August 26, marking the beginning of substantive legislative discussions.
Busan City emphasized that developing the Arctic sea route is not merely a port issue but a national-level economic strategy with the potential to reshape Korea’s economic geography. The City added, “This special legislation is crucial not only for Busan, but for achieving balanced national development.” It expressed hope that the forum would serve as a catalyst for further public debate and legislative progress in building Busan’s future.
