[브레이크뉴스=배종태 기자] 부산시가 오는 11월 1일부터 을숙도대교와 산성터널의 출퇴근 시간 통행료를 무료화한다고 밝혔다.
이는 유료도로로 인한 시민 부담을 덜고 지역 경제를 활성화하기 위한 조치로, 향후 2년 내 부산시 내 모든 유료도로로 확대될 예정이다.
부산시는 지형적 특성상 다수의 교량과 터널을 민자도로로 건설하면서 시민들이 전국에서 가장 많은 유료도로 통행료를 부담해왔다. 이에 시는 시민들의 오랜 숙원을 해결하고 교통 복지를 증진하기 위해 재정 부담에도 불구하고 통행료 무료화를 결정했다고 밝혔다.
이번 통행료 면제는 을숙도대교와 산성터널을 시작으로 시행되며, 평일 오전 6시~9시, 오후 5시~8시(각 3시간씩) 출퇴근 시간에 적용된다. 주말 및 공휴일은 제외된다. 이들 지역은 대중교통 접근성이 낮고 우회도로 이용 시 시간 소요가 커 시민들의 불편이 컸던 곳이다. 시는 이번 정책 시행 후 효과를 분석하여 2년 내 나머지 유료도로에 대해서도 순차적으로 무료화를 확대할 계획이다.
단계별 유료도로 정책 추진
이번 조치는 부산시가 그동안 추진해 온 일련의 유료도로 정책의 연장선에 있다. 2021년 전국 최초로 도입한 '유료도로 연속통행 할인제도'를 2022년 전체 유료도로로 확대했으며, 지난해에는 백양터널 통행료 무료화를 결정해 올해부터 시행 중이다. 또한 가락 IC 통행료 지원책도 발표하는 등 시민들의 교통 부담을 줄이기 위한 노력을 지속적으로 기울여왔다.

박형준 시장은 "우리 시는 앞으로 대중교통체계 전체를 혁신하면서 재정지원 규모는 줄이고, 대신 시민들이 당연히 누려야 할 기본적인 도로 사용 권리를 시민에게 되돌려주도록 할 것"이라고 전했다.

Busan City announced that tolls for the Eulsukdo Bridge and Sanseong Tunnel will be waived during commute hours, starting November 1. This measure is intended to ease the financial burden on citizens and revitalize the local economy. The policy is expected to expand to all paid roads in Busan within the next two years.
Due to its geographical features, Busan has built numerous bridges and tunnels as privately funded roads, which has left citizens with the highest toll burden in the nation. To address this long-standing issue and improve transportation welfare, the city decided to waive tolls despite the financial implications.
The toll exemption will begin with the Eulsukdo Bridge and Sanseong Tunnel, and will apply during weekday commute hours: 6 to 9 a.m. and 5 to 8 p.m. (three hours each). The exemption does not include weekends or public holidays. These areas were chosen first because their residents have faced significant inconvenience due to limited public transportation access and long detours. The city plans to analyze the policy's effects and gradually expand the toll-free policy to the remaining paid roads within the next two years.
Phased Approach to Paid Road Policies
This action is a continuation of Busan's ongoing paid road policies. In 2021, the city was the first in the nation to introduce the "Consecutive Toll Discount System," which was expanded to all paid roads in 2022. Last year, the city decided to make the Baekyang Tunnel toll-free, a policy that has been in effect since the beginning of this year. The city has also announced toll support for the Garak IC, demonstrating a continuous effort to reduce citizens' transportation costs.
Busan City anticipates that the toll-free policy will provide tangible financial relief to households and contribute to the revitalization of the local economy.
Mayor Park Hyeong-jun said, "Our city will innovate the entire public transportation system and reduce financial support, while in turn, restoring the basic right to use roads that citizens should naturally enjoy."
