[브레이크뉴스=배종태 기자] 부산시는 14일 오후 ‘달맞이공원 조성 사업 기공식’을 열고 본격적인 공사에 착수했다.
해운대구 중동 978-1 일원에서 열린 이날 행사에는 박형준 시장을 비롯해 김성수 해운대구청장, 임말숙·신정철·김광명 시의원, 지역 구의원, 주민 등 100여 명이 참석해 달맞이공원 조성 사업의 성공적인 첫걸음을 함께 했다.
천혜의 자연과 문화를 품은 도심 속 공원
달맞이공원은 총 사업비 233억 원이 투입되는 대규모 프로젝트로, 천혜의 해안 경관을 보존하면서 자연과 문화가 어우러지는 ‘자연주의 공원’으로 조성될 예정이다. 공사는 2028년 완공을 목표로 진행된다.
주요 시설은 문화 프로그램을 즐길 수 있는 ‘달빛마당’, 부산의 정원문화를 재해석한 ‘달맞이 정원마을’, 건축물 리모델링을 통해 조성될 복합문화공간 ‘달맞이 공원지원시설’, 그리고 명상과 치유의 공간 ‘달맞이 명상쉼터’ 등이다.
시는 공원 완공 후 프랑스 니스 해변이나 캐나다 밴쿠버의 스탠리공원처럼 해안 경관과 문화가 조화를 이루는 세계적 명소로 발돋움할 것으로 기대하고 있다.
세계적 정원작가 정영선 참여…‘자연주의 정원’ 구현
이번 사업에는 자연주의 정원의 선구자로 평가받는 정영선 작가가 대표 정원 작가로 참여한다. 정 작가는 예술의전당, 선유도공원, 서울식물원 등 다수의 랜드마크 조경 설계를 맡아온 1세대 여성 조경가로, 세계조경가협회(IFLA) ‘제프리 젤리코 상’을 수상한 바 있다.
정 작가는 이번 프로젝트에서 ‘달맞이 정원마을’의 핵심 공간 콘셉트와 작가정원 설계를 총괄해 세계적 수준의 정원 문화를 접목한 품격 있는 공원을 선보일 계획이다.

장기 미집행 도시공원 해결의 모범
달맞이공원은 2002년 도시계획시설로 지정된 이후 20여 년간 미집행 상태에 있었으나, 박형준 시장 취임 이후 2022년부터 토지 보상이 본격 추진되며 사업이 가시화됐다.
부산시는 이번 사업 추진으로 해운대 해안 경관을 보전하는 동시에, 장기 미집행 도시공원의 문제를 해소하고 시민에게 열린 녹색 공간을 제공하는 전환점을 마련했다고 밝혔다.
아울러 박 시장은 취임 이후 장기 미집행 도시공원 17곳에 총 5,753억 원을 투입, 축구장 225개 규모(160만㎡)의 공원 부지를 확보함으로써 시민 누구나 생활권 내에서 공원을 이용할 수 있는 기반을 구축했다.
“15분 도시 부산의 상징적 공원 될 것”
박형준 시장은 “달맞이공원은 생태와 경관, 문화가 공존하는 자연주의 공원으로 조성될 예정이며, 해운대 관광벨트와 연계해 지역경제 활성화와 관광 경쟁력 강화에 이바지할 것”이라고 밝혔다.
또한 그는 “도시공원은 ‘15분 도시 부산’ 비전의 핵심 인프라이며, 앞으로도 시민 누구나 일상 속에서 쉽게 누릴 수 있는 공원 환경을 지속적으로 확충하겠다”고 말했다.

The Busan Metropolitan Government, led by Mayor Park Heong-joon, announced that a groundbreaking ceremony for the Dalmaji Park Development Project was held at 3 p.m. on the 14th at the project site in Jung-dong, Haeundae District.
At the event held in the Jung-dong 978-1 area of Haeundae District, more than 100 people—including Mayor Park Heong-joon, Haeundae District Chief Kim Sung-soo, city council members Lim Mal-sook, Shin Jung-chul, and Kim Kwang-myung, local councilors, and residents—came together to mark the successful first step of the Dalmaji Park development project.
A Harmony of Nature and Culture in the City
The Dalmaji Park project will invest a total of 23.3 billion KRW to create a “nature-oriented park” that preserves the area’s scenic coastal landscape while blending natural beauty with cultural experiences. Construction is scheduled for completion in 2028.
Key facilities will include “Dalbit Madang,” a cultural event space; “Dalmaji Garden Village,” showcasing Busan’s unique garden culture; “Dalmaji Park Support Center,” a remodeled multipurpose cultural complex; and “Dalmaji Meditation Shelter,” a wellness and relaxation area.
Once completed, the park is expected to become a world-class attraction combining beaches and greenery, similar to the Promenade des Anglais in Nice, France, or Stanley Park in Vancouver, Canada.
World-Renowned Landscape Designer Chung Young-sun to Lead Garden Design
The project will feature designer Chung Young-sun, a pioneer in naturalistic landscape design, as its lead garden artist. Chung, recognized as one of Korea’s first-generation female landscape architects, has left an enduring mark on Korean landscape history with works such as the Seoul Arts Center (1984), Seonyudo Park (2002), Yeouido Saetgang Ecological Park (2007), and the Seoul Botanic Park (2016).
She was also the first Korean recipient of the International Federation of Landscape Architects (IFLA) Geoffrey Jellicoe Award, acknowledging her international contribution to the field. In the Dalmaji Park project, Chung will oversee the conceptual design and signature gardens within Dalmaji Garden Village, bringing a world-class aesthetic to Busan’s new landmark.
Resolving a Long-Stalled Urban Park Project
Although designated as an urban park site in 2002, the Dalmaji Park project had remained unexecuted for two decades. The initiative finally gained momentum after Mayor Park took office, with land compensation efforts beginning in earnest in 2022.
Through this project, the city aims not only to preserve the Haeundae coastal landscape but also to resolve long-standing unimplemented urban park issues—transforming the area into an open, accessible space for citizens.
Since 2021, Mayor Park’s administration has invested 575.3 billion KRW to secure 17 formerly unexecuted urban park sites, totaling 1.6 million square meters—equivalent to 225 soccer fields—ensuring that residents across Busan can access green spaces near their homes.
“A Symbol of the 15-Minute City Vision”
Mayor Park stated, “Dalmaji Park will be created as a nature-oriented park where ecology, landscape, and culture coexist. Integrated with the Haeundae tourism belt, it is expected to revitalize the local economy and enhance the city’s tourism competitiveness.”
He added, “Urban parks are a key part of realizing Busan’s ‘15-Minute City’ vision. We will continue to expand convenient, pleasant park spaces that citizens can easily enjoy in their daily lives.”
