[브레이크뉴스=배종태 기자] 부산시가 교육부의 '2024년 교육발전특구 시범지역 운영 성과관리 평가'에서 최우수 등급인 ‘에이(A)등급’을 획득하며 교육혁신 도시로서의 위상을 다시 한 번 입증했다.

이번 평가는 교육발전특구 시범사업 2년 차를 맞아 전국 56개 지역을 대상으로 실시됐으며, 부산시는 이번 성과로 최대 30억 원의 추가 사업비 신청 자격을 확보했다.
주요 성과 및 배경...교육발전특구 시범사업 공모에 선정
시는 지난해 2월 교육부의 교육발전특구 시범사업 공모에 선정돼 선도지역으로 지정된 이후, 지역대학, 기업, 공공기관 등과 협력해 교육 혁신 사업을 다방면으로 추진해왔다.
교육발전특구는 지자체와 교육청이 협력해 지역교육 혁신과 인재 양성, 지역 정주 여건 개선을 종합적으로 지원하는 제도로, 지역 맞춤형 교육정책 수립과 중앙정부의 재정·규제 특례를 통해 실질적인 혁신을 이끌어가는 사업이다.
이번 평가는 ▲지자체-교육청 협력 거버넌스 ▲특별교부금 집행 관리 ▲지역 교육혁신 의지 ▲자체 성과관리 체계 ▲우수사례 도출 등 총 5개 영역, 13개 지표에 따라 이뤄졌다.
시는 사업별로 균형 잡힌 재정 집행과 다양한 협력 주체의 적극적인 참여, 지역사회 수요에 부합하는 교육 정책 추진 등의 점에서 높은 평가를 받았다.
최대 30억 원의 추가 사업비 신청 자격
시는 이번 A등급 획득에 따라 교육부로부터 최대 30억 원의 추가 사업비 신청 자격을 얻었으며, 시와 시 교육청은 오는 10월 30일까지 사업계획을 협의해 교육부에 제출할 계획이다.
앞서 지난 3월에는 ‘교육발전특구 시범지역 우수사례 공모’에서 교육부장관상을 수상한 바 있어, 부산이 교육발전특구 운영의 최우수 지역으로 자리매김하고 있다는 평가다.
교육발전특구는 오는 2026년 교육부 종합평가를 통해 본지정 여부가 결정되며, 부산시는 잇따른 우수한 성과들이 본지정에도 긍정적인 영향을 줄 것으로 기대하고 있다. 본지정이 되면 현재 추진 중인 다양한 교육혁신 사업들을 장기적으로 지속할 수 있게 된다.
부산형 교육혁신 전략...300억 원 이상 지방교육재정 특별교부금 투입
현재 부산의 교육발전특구에서는 연간 300억 원 이상 규모의 지방교육재정 특별교부금이 투입돼 ▲부산형 통합 늘봄 체계 구축 ▲부산발 공교육 체인지 프로젝트 ▲디지털 교육혁신 기반 조성 ▲글로벌 인재 양성 프로그램 ▲지역대학 혁신 및 연계 강화 등 5대 전략 중심의 혁신 사업이 추진되고 있다. 이처럼 지역 내 교육 수요를 반영한 다양한 정책을 마련하고, 중앙정부는 이에 대해 재정지원 및 규제특례를 통해 뒷받침하는 방식으로 운영되고 있다.
박형준 부산시장은 “지난 3월에 이어 또 한 번 최상위권 성적을 거두며 교육혁신 도시로서의 위상을 확고히 했고, 이는 부산의 공교육 강화 및 지역 인재 양성 정책이 실질적인 성과로 이어지고 있음을 보여주는 사례”라며, “앞으로도 시 교육청과 긴밀히 협력하여 교육발전특구를 성공적으로 운영해 나가고, 부산이 미래를 여는 교육혁신의 중심이 될 수 있도록 최선을 다하겠다”고 말했다.

Busan City has once again proven its status as a city of educational innovation by receiving the highest grade, ‘A’, in the Ministry of Education’s “2024 Pilot Evaluation of Educational Development Special Zones.”
This year marks the second year of the educational development special zone pilot project, and the evaluation was conducted nationwide across 56 regions. As a result of its outstanding performance, Busan City has secured the eligibility to apply for up to 30 billion KRW in additional project funding.
Major Achievements and Background... Selected for the Educational Development Special Zone Pilot Project
In February last year, Busan was selected through a public offering by the Ministry of Education and designated as a leading region. Since then, the city has worked in close cooperation with local universities, companies, and public institutions to actively promote a wide range of educational innovation initiatives.
The Educational Development Special Zone initiative is a comprehensive support system where local governments and education offices collaborate to innovate regional education, foster local talent, and improve settlement conditions. The system is driven by locally tailored education policies, supported by financial and regulatory incentives from the central government.
The evaluation covered five key areas and 13 detailed indicators, including: ▲ Governance cooperation between local governments and education offices ▲Management of special financial grants ▲ Willingness to innovate in education ▲Independent performance management ▲Selection of exemplary cases
Busan received high scores for its balanced financial distribution across projects, the active involvement of various collaborative stakeholders, and the implementation of education policies that meet local community demands.
Eligibility to Apply for Up to 30 Billion KRW in Additional Project Funding
With the achievement of an ‘A’ grade, Busan City now qualifies to apply for up to 30 billion KRW in additional project funding. The city and its education office plan to coordinate and submit a project proposal to the Ministry of Education by October 30.
Previously, in March, Busan also received the Minister of Education Award in the “Best Practices Contest for Educational Development Special Zones,” solidifying its reputation as one of the top-performing regions in managing the special zone initiative.
The final designation of full-status educational development special zones will be determined in 2026 through a comprehensive evaluation by the Ministry of Education. Busan expects that its continued strong performance will positively influence the final decision. Full designation would allow the city to maintain and expand its current education innovation projects over the long term.

Currently, Busan’s educational development special zone receives over 300 billion KRW annually in special education grants. The city is advancing five key strategic innovation initiatives:
