【충북 브레이크뉴스】김봉수 기자=충북 진천군은 7일 국회 사랑재에서 열린 2025년 참좋은 지방자치 정책대회에서 30여개 참여 기초지자체 가운데 국회 행정안전위원회 위원장상을 수상했다.
이번 대회는 전국 70개의 지방정부가 가입한 참좋은지방정부협의회에서 주최한 정책대회 행사로 지방정부의 우수정책과 혁신사례를 공유하고, 주민 중심의 자치행정을 확산하고자 열리고 있다.
이날 진천군이 발표한 정책은 살던 곳에서 모두가 누리는 ‘진천형 통합돌봄’으로, 노인·장애인 등 돌봄이 필요한 대상자가 병원이나 시설이 아닌 살던 곳(집)에서 건강하고 존엄한 삶을 이어갈 수 있도록 주거·보건의료·요양·돌봄·일상생활 등을 통합 지원하는 사업이다.
군은 그간 △의료-돌봄 통합지원 운영체계 구축 △복지·보건의료 인력 배치 전담팀(통합돌봄팀) 설치 △지역사회 통합돌봄 협의체 구성 등을 통해 2023년 보건복지부 ‘의료-돌봄 통합지원 시범사업 지자체로’ 선정되는 등 통합돌봄의 새로운 가이드라인을 제시해 대한민국 복지 모범사례로 높은 평가를 받아 왔다.
송기섭 진천군수는 정책대회 현장에서 직접 진천형 통합돌봄 정책에 대해 설명하는 시간을 가졌다.
이 자리에서 지역사회 통합돌봄 체계 구축 과정과 주민이 체감하는 변화를 생생히 전달했으며, 누구나 살던 곳에서 건강하고 행복한 삶을 누릴 수 있는 ‘기본사회’를 생거진천에서 시작할 것이라고 밝혔다.
송 군수는 “2026년 3월부터 돌봄통합지원법이 전국적으로 시행됨에 따라 통합돌봄 제도가 성공적으로 정착할 수 있도록 선도 지자체로서 역할도 충실히 수행할 것”이라고 말했다.
한편 군의 대표정책인 ‘진천형 통합돌봄’은 이재명 정부의 노인복지 공약 1호로 소개되는 등 지방정책이 중앙정부 핵심정책으로 발전하는 데 크게 이바지한 바 있다.
특히, 지난 7월에 개최된 APEC 보건실무그룹 회의에서 글로벌 모범사례로 공식 발표되며, 대한민국을 넘어 국제무대에서도 성공적인 복지모델로 주목받았다.
이러한 성공적인 사례를 바탕으로 현재 전국 지자체, 정부기관 일본복지대학, 학계 등 150여 곳에서 벤치마킹을 위해 진천군을 찾고 있으며 지속적인 방문 문의가 이어지고 있다.
