【충북 브레이크뉴스】김봉수 기자=충북 진천군은 10일 진천군청 소회의실에서 진천군 아동친화도시 조성전략 수립 연구용역의 최종보고회를 개최했다.
아동친화도시는 유엔아동권리협약을 기초로 아동이 존중받고, 보호받으며, 정책과 의사결정 과정에 참여할 수 있는 도시 환경을 조성하는 것을 목표로 하는 국제 인증 제도다.
군은 2022년 11월 유니세프 아동친화도시로 최초 인증을 받은 바 있으며, 조성 기반 고도화를 위해 2026년 상반기를 목표로 상위단계 인증을 준비하고 있다.
이를 위해 2026년부터 2029년까지 추진할 중점사업과 4개년 추진전략을 체계적으로 제시하기 위한 연구용역을 올해 3월부터 수행했다.
연구 과정에서 군민참여 원탁토론회와 아동 요구 확인 조사를 거쳐 아동요구에 기반한 사전영향진단 등 다양한 참여, 검토 절차를 통해 아동과 지역사회의 의견을 폭넓게 반영했다.
특히 이 기간 아동의 직접 참여 기반 강화를 위해 제3기 아동참여위원회를 출범, 아동이 정책 과정에 의견을 제시하고 공공 의사결정에 참여할 수 있는 구조를 한층 강화했다.
연구 결과, 군은 △아동 권리 증진 기반 강화 △안전하고 건강한 성장환경 조성 △아동 참여 활성화를 위한 제도 개선 △지역사회 보호, 지원체계 강화 등 4대 전략과 실행과제를 제시했다.
이중 아동의 참여권 증진을 위한 아동참여위원회 성과보고회, 포토보이스 운영 등의 플랫폼 구축은 향후 상위단계 인증 추진의 핵심 사업으로 제안됐다.
김해경 군 가족친화과 주무관은 “이번 연구는 아동의 눈높이에서 지역 정책을 다시 설계하는 중요한 과정”이라며 “연구 결과를 바탕으로 아동이 안전하고 행복하게 성장할 수 있는 도시 환경을 조성하고, 2026년 상반기 상위단계 인증을 차질 없이 준비하겠다”고 밝혔다.

Jincheon County, North Chungcheong Province, held the final report meeting for the research service on establishing a child-friendly city development strategy in the small conference room of the Jincheon County Office on the 10th.
A child-friendly city is an international certification system based on the UN Convention on the Rights of the Child, which aims to create an urban environment where children are respected, protected, and able to participate in policy and decision-making processes.

Kim Hae-kyung, the head of the Family-Friendly Division of the military, said, “This research is an important process for redesigning local policies from the perspective of children,” and added, “Based on the research results, we will create an urban environment where children can grow up safely and happily, and we will prepare without a hitch for the upper level certification in the first half of 2026.”
