손 의원은 20일 열린 환경경제위원회 자족도시실현국 행정사무감사에서 "고양시는 지역 산업 기반 약화를 얼마나 심각하게 보고 있는지 의문"이라며 시의 미흡한 대응을 질타했다.
손 의원은 "현재 고양시에는 약 10만 개 기업 중 제조기업만 8,000여 개에 달한다"며 "상당한 산업 규모를 갖추고 있음에도 지난 10년간 추진된 중소기업·제조업 지원 정책의 성과를 종합적으로 검증할 데이터조차 없다는 것은 명백한 행정 공백"이라고 지적했다.
특히 부서별로 분산 운영되는 기업 지원 제도의 문제점을 지적하며 "시 전체의 기업 지원 정책을 통합적으로 관리·평가할 수 있는 체계가 필요하다"고 강조했다.

지난 10년간의 기업 지원 예산에 대해서도 "실질적인 증액이 있었다고 보기 어렵다"며 우려를 표했다.
손 의원은 "기업이 중심을 잡고 일자리를 만들어내야 지역경제가 유지되고 미래세대도 지켜낼 수 있다"며 "예산 증액이 어렵다면 최소한 예산 구조 개편과 효율화만큼은 적극적으로 검토해야 한다"고 제안했다.
손 의원은 "고양시에는 중소기업·산업·일자리 정책을 총괄 조정할 컨트롤타워가 부재하다"며 "부서별로 흩어진 기업 지원 사업을 통합 설계·평가하지 않는다면, 예산만 투입되고 효과는 미미한 상황이 지속될 수밖에 없다"고 우려했다.
그는 "정책은 책상 위에서 만들어지는 것이 아니라 현장에서 나와야 한다"며 근본적인 정책 전환을 촉구했다.
