또한, 김 의원이 함께 발의한 <진천군 소비자 기본 조례안>은 소비자 권익보호와 피해구제 체계 확립, 소비자단체 등록·지원 근거를 마련해 군 차원의 소비자 정책 추진 기반을 제도화했다.
김기복 의원(더불어민주당, 가선거구)이 발의한 <진천군 농업재해 예방활동 지원 등에 관한 조례안>은 태풍·병해충 등 재해로 인한 농업 피해를 예방하고 농가소득 안정을 지원하기 위한 제도적 근거를 마련했다.
또한, 김 의원이 함께 발의한 <진천군립도서관 설치 및 운영 조례 일부개정조례안>은 스마트도서관 운영, 제적도서 재활용, 정보취약계층 지원 등을 통해 비대면·디지털 환경 변화에 대응하는 도서관 서비스 기반을 강화했다.
