대전·충남 행정통합을 앞두고 교육감 선출 방식을 둘러싼 논의가 본격화되는 가운데, 교육현장의 안정성을 위해 ‘통합교육감제’ 시행 시기를 늦추자는 제안이 제기됐다.
성광진 대전교육연구소 소장을 비롯한 대전·충남 교육감 출마예정자 7인은 20일 민주당 충청특별위원회(상임위원장 황명선)에 ‘복수 교육감제의 한시적 적용’을 특별법에 반영해 달라는 정책 제안서를 제출했다.
이들은 제안서에서 “대전·충남 행정통합은 국가균형발전의 핵심 과제로서 충청권을 미래 성장축으로 도약시키는 역사적 전환점”이라며 통합의 취지에는 공감한다는 입장을 분명히 했다.
그러나 “행정통합의 속도와 방식이 교육 영역에 그대로 적용될 경우, 학부모와 교육현장의 불안이 확산돼 자칫 통합의 신뢰마저 흔들릴 수 있다”며 신중한 접근을 주문했다.
성 소장은 “교육은 행정효율보다 아이들의 일상과 교실의 안정을 우선해야 하는 영역”이라며 “단 한 번의 선거 혼란이 4년간 학교 현장에 영향을 미칠 수 있다”고 강조했다.
그는 “이번 제안은 통합교육감을 반대하기 위한 것이 아니라, 통합을 제대로 준비하기 위한 순서 조정”이라며 “당장 실시보다 차기 지방선거부터 적용하는 것이 교육자치 원칙에도 부합한다”고 말했다.
제안서의 핵심 내용은 2026년 지방선거에서는 대전·충남 각각 교육감을 선출하는 ‘복수 교육감제’ 유지, 행정통합 출범 이후 성과와 운영 경험을 바탕으로 차기(2030년) 선거부터 통합교육감제 도입이라는 단계적 접근이다.
또한 특별법 부칙에 “교육감 선출과 관련한 통합 특례는 차기 지방선거부터 적용한다”는 조항을 명문화해 달라고 요청했다.
이들은 “이는 통합교육감을 미루자는 것이 아니라 준비된 통합을 실현하자는 책임 있는 입법 제안”이라며 “행정통합의 성과를 지키고 교육통합을 실패하지 않게 하려면 이번에는 안정, 다음에는 완성이라는 접근이 필요하다”고 밝혔다.
