충남도의회 고광철 의원(공주1·국민의힘)이 수도권 전력 공급을 위한 345kV 신계룡–북천안 초고압 송전선로의 공주시 경유 계획에 강력한 반대 입장을 밝혔다.
고 의원은 20일 열린 제363회 임시회 제1차 본회의 5분 발언에서 “이번 사업은 용인 반도체 산업단지 등 수도권 대규모 산업단지의 전력 수요를 충족시키기 위한 송전망 확충 사업”이라며 “국가 산업 발전 필요성은 인정하지만, 왜 충남이 일방적으로 그 부담을 져야 하는지 납득하기 어렵다”고 지적했다.
그는 지난 12월 공주시 농업회관에서 열린 ‘송전선로 백지화 대책위원회’ 출범과 300여 명의 시민 참여 사례를 언급하며 “이는 단순한 님비 현상이 아니라, 정보 비공개와 절차적 부당함에 대한 시민들의 정당한 분노”라고 강조했다.
이어 “사업이 언제, 어디로 통과하는지조차 시민들은 제대로 안내받지 못한 채 각기 다른 명칭으로 혼란만 가중되고 있다”며 “형식적인 주민설명회와 불통 행정이 불신과 갈등을 키우고 있다”고 비판했다.
고 의원은 초고압 송전선로가 지역에 미치는 장기적 부작용을 구체적으로 지적했다.
그는 “전자파에 따른 건강 우려, 산림 훼손과 경관 파괴, 부동산 가치 하락 등 지역 피해는 모두 주민 몫이 될 것”이라며 “한 번 설치되면 수십 년간 지역 발전이 제한되는 영구적 구조물이 된다”고 경고했다.
또 “수도권은 이익을 얻고 지방은 희생을 강요받는 구조는 결코 공정하지 않고 지속 가능하지도 않다”며, “공주는 백제문화의 중심이자 역사·문화도시로서 정주 환경과 미래 가치가 중요한 곳이다. 이런 도시를 초고압 송전선로로 관통시키겠다는 발상은 미래를 포기하라는 말과 다르지 않다”고 목소리를 높였다.
고 의원은 충남도에 대해 △공주시 경유 계획에 대한 공식 반대 입장 표명 △입지선정위원회 전면 재검토 △수도권 집중 방식 대신 권역별 분산 건설 검토 △불가피할 경우 지중화 방식 전환 등을 촉구했다.
