최민호 세종특별자치시장이 국가정책 수행 중심지로서의 기능에 비해 재정지원 체계가 제 역할을 하지 못하고 있다며 교부세 제도 개선과 행정수도형 재정특례 마련을 정부에 촉구했다.
2일 정례 브리핑에서 최 시장은 “세종시 재정문제의 본질은 구조적 결함에 있다”며 “국가가 부여한 행정수도 기능을 감당할 재정적 기반이 확보되지 않은 채 운영되고 있다”고 지적했다.
그는 현행 보통교부세 제도가 광역·기초 자치단체의 이중 구조를 전제로 설계돼 있어, 단층제 구조인 세종시의 행정수요를 제대로 반영하지 못한다고 비판했다. “복지사업과 행정서비스 예산을 다른 지자체는 광역과 기초가 나누지만, 세종시는 단독으로 감당하고 있다”며 “이로 인해 시민 서비스 질에도 격차가 발생하고 있다”고 설명했다.
