더불어민주당 소속 조상호 전 이재명 정부 국정기획위원이 2026년 6월 3일 실시되는 제9회 전국동시지방선거에서 세종특별자치시장 선거 출마를 공식화했다.
2월 3일 세종시청 브리핑룸에서 기자회견을 열고 “세종시를 대한민국의 진짜 행정수도로 완성할 적임자”라고 자신을 소개하며 본격적인 선거전에 나섰다.
세종시장 출마를 선언한 조상호 위원은 국회 보좌관 출신으로 민주당 정무조정실장과 세종시 경제부시장, 이해찬 대표실 정무조정실장, 민주연구원 부원장 등 다양한 행정과 정치 경험을 쌓아온 조 예비후보는 20년 이상 중앙과 행정 현장 모두를 경험한 ‘민주당 정책통’으로 꼽힌다.
특히 이재명 정부에서 국정기획위원으로 활동하며 행정수도 완성 청사진 수립에 참여했던 점을 내세워, 중앙정부와 긴밀한 협력을 통해 현장에 즉각 반영할 전문성과 역량을 강조했다.
조상호 예비후보는 ‘미래 세종’을 위한 5대 혁신 전략도 발표했다.
민생 혁신에서는 시민 목소리를 정책과 예산에 반영할 공론장 ‘시민청(市民聽)’ 설치를 약속하며 교통 문제, 상가 공실 등 오랫동안 해결되지 않은 지역 현안을 시민과 함께 풀겠다고 밝혔다.

공간 혁신에서는 신도심과 읍·면 지역의 격차 해소를 위해 ‘도·농 통합형 혁신도시’를 조성하고, 조치원의 문화 인프라를 확충하며 면 지역 로컬푸드를 활성화하기로 했다.
산업 혁신은 세종을 ‘AI 선도 도시’로 육성해 디지털 헬스케어, 사이버 보안 등 AI 기반 지식서비스를 지역의 고유 브랜드로 만들어 수출 산업화에 나설 계획이다.
공공 혁신 분야에서는 관습적인 사업과 예산을 전면 재검토해 시민 삶의 개선 정도를 성과 기준으로 삼아 정책의 효율성을 극대화하겠다고 밝혔다.
기자회견 마지막에 조 예비후보는 시민의 고통을 자신만의 상처로 여기고 보듬는다는 뜻의 ‘시민여상(視民如傷)’이라는 자세를 강조했다.
“정치는 먼 곳에서 내려다보는 것이 아니라, 삶의 아픔을 가까이서 보듬는 일이며, 시민과 함께 세종의 판을 바꾸는 험한 세상의 다리가 되겠다”고 포부를 밝혔다.
