충남도가 수도권 생활쓰레기 유입을 막기 위해 강력 점검에 나선 가운데, 천안 소각업체에서 시스템 허위 입력 등 불법 행위가 적발됐다.
충남도는 지난달 23일부터 4일까지 천안·당진 소각업체 4곳을 대상으로 시군과 합동 점검을 벌여, 천안 1개 업체에서 신고 외 폐기물 무단 반입과 올바로시스템 처리실적 허위 입력 사실을 확인했다고 5일 밝혔다.
충남도는 추가 조사 후 폐기물관리법 위반으로 형사고발할 계획이다.
적발된 업체는 폐기물 배출·운반·처리 과정을 실시간 관리하는 올바로시스템에 실제와 다른 데이터를 입력한 혐의를 받는다. 이 업체의 쓰레기 반입 경로와 물량도 조사 중이다.
이번 점검에서 위반은 없었으나 수도권 쓰레기를 받아왔던 천안·당진 업체들은 모두 반입을 중단하거나 가연성 폐기물로 제한 변경했다. 서울 강동구·영등포구, 경기 안산 등에서 반입되던 생활쓰레기가 차단된 것이다.
충남도는 앞서 공주·서산 재활용업체의 서울 금천구 음식물쓰레기 처리 위반으로 영업정지 처분을 내렸고, 천안·아산 업체들의 경기도 남양주·서울 도봉구 폐기물 위탁 계약도 파기됐다. 모두 점검 후 수도권 쓰레기 반입을 끊은 상태다.
충남도 관계자는 “집중 점검으로 계약 파기 등 차단 효과가 뚜렷하다”며 “발생지 처리 원칙을 철저히 지키고, 위반 업체엔 영업정지와 형사고발 등 엄중 조치하겠다”고 밝혔다. 대전·세종·충북과도 광역 공조를 강화할 방침이다.

We will strictly adhere to the principle of disposal at the source and take strict action against companies that violate the policy, including suspensions and criminal charges." The province also plans to strengthen regional cooperation with Daejeon, Sejong, and North Chungcheong Province.
