그는 특히 ‘타 지역과의 형평성’을 이유로 각종 특례 조항을 수용하지 않겠다는 움직임에 대해 “지방정부 재정 이양, 핵심 사업에 대한 예비타당성조사 면제, TK신공항 국비 지원까지 제외하겠다는 것은 통합의 취지를 스스로 훼손하는 것”이라고 지적했다.
이어 “아무런 권한과 재정 지원 없이 행정구역만 확대한다고 지역 균형발전이 이뤄질 수 있느냐”며 “이는 지방의 현실을 외면한 처사”라고 비판했다.
