이번 제도는 수의계약 과정에서 특정 업체 편중 가능성을 최소화하고, 관내 업체의 균등한 참여 기회를 보장하기 위해 마련됐다.
수의계약 총량제는 올해 1월부터 본청, 직속기관 및 사업소, 읍면별로(재무관별) 각각 동일업체의 연간 공사 계약금액을 1억 원 이하로 제한하는 것을 주요 내용으로 한다. 이를 통해 특정 업체에 계약이 집중되는 사례를 예방하고, 보다 공정한 계약 환경을 조성한다는 방침이다.
