[브레이크뉴스=배종태 기자] 국가정보원이 경제와 사이버 분야를 포함한 안보 직무 강화를 추진한다. 국회 정보위원회 야당 간사인 이성권 의원(국민의힘·부산 사하갑)은 18일 여당 간사 박선원 의원과 함께 국가정보원법 일부 개정안을 공동대표 발의했다고 밝혔다. 개정안은 급변하는 글로벌 안보 환경에 대응하기 위해 국정원의 직무 범위를 확대하는 내용을 담고 있다.
최근 보호무역주의 확산과 공급망 재편, 핵심 기술 보호 등 경제 안보가 주요 국가 과제로 부상하면서 관련 정보의 신속하고 체계적인 파악이 요구되고 있다. 동시에 국가와 민간을 가리지 않는 사이버 침해가 잇따르며, 국가 차원의 정보 수집과 대응 근거를 명확히 할 필요성이 커지고 있다.
현행 국가정보원법은 북한과 방첩 관련 정보의 수집과 작성, 배포를 중심으로 규정돼 있어 경제 분야는 직무범위에서 제외돼 있다. 또한 국가 배후로 추정되는 해킹조직의 행위에 대해 정보기관이 법적으로 대응할 근거가 미비하다는 지적이 꾸준히 제기돼 왔다.
개정안은 이러한 한계를 보완해 국정원의 직무에 경제 분야를 포함하고, 국가 또는 그 배후의 해킹조직으로 의심되거나 확인이 필요한 경우 관련 정보를 수집·작성·배포할 수 있도록 명문화했다.
이성권 의원은 “국익을 위해 정치권이 힘을 모으는 것은 당연하다”며 “이번 개정안을 계기로 국정원이 안보 최일선 기관으로서 한 치의 오차도 없는 역할을 다하길 바란다”고 말했다. 이 의원은 지난해 70여 년 만의 간첩법 개정을 주도하며 안보 입법의 필요성을 강조해 왔다.

South Korea’s National Intelligence Service (NIS) is set to expand its security mandate to cover economic and cyber domains under a proposed revision to the National Intelligence Service Act. Rep. Lee Sung-gwon of the People Power Party, the opposition secretary of the National Assembly’s Intelligence Committee, announced on March 18 that he and Rep. Park Sun-won had jointly sponsored the amendment. The proposal aims to strengthen the NIS’s role in responding to the rapidly changing global security environment.
As trade protectionism spreads, global supply chains are being reshaped and core technologies have become vital strategic assets. Lawmakers stressed that timely and systematic intelligence gathering in economic security is now essential. They also pointed to rising risks from cyberattacks targeting both public and private sectors, underscoring the need for a clear legal framework for national-level response.
Under the current law, the NIS’s duties are mainly limited to collecting and analyzing intelligence related to North Korea and counterintelligence operations. Economic affairs are not included in its official responsibilities, and there is no explicit legal basis for investigating hacking activities suspected to be sponsored by foreign states.
The proposed amendment would expand the agency’s authority to include the economic sector and allow it to collect, produce, and distribute intelligence on cyber activities suspected to involve state actors or their affiliates.
“Political cooperation is only natural when it comes to protecting national interests,” Lee said. “I hope this revision enables the NIS to carry out its duties as the nation’s frontline security agency with precision and responsibility.”
Lee previously led a landmark revision of the anti-espionage law, the first in more than 70 years, highlighting his continued focus on strengthening South Korea’s national security framework.
