[브레이크뉴스=배종태 기자] 부산시 공직자들의 재산 변동이 공개되며 자산 규모와 증감 양상이 뚜렷하게 드러났다.
부산시 공직자윤리위원회는 26일 공직자윤리법에 따라 공직유관단체장과 구·군 의원 등 187명의 2025년 기준 정기 재산 변동 사항을 공개했다. 공개된 자료에 따르면 전체 평균 재산은 9억4600만 원으로, 전년 대비 평균 700만 원 증가했다. 전체의 62%인 116명은 재산이 늘었고, 38%인 71명은 감소했다.
재산 상위 10명, 지방의원 중심 고액 자산 형성
재산 총액 기준 1위는 부산 중구의회 이인구 의원으로 144억3065만 원을 신고했다. 이어 사하구의회 한정옥 의원이 104억4031만 원, 부산시설공단 이성림 이사장이 72억3019만 원으로 뒤를 이었다. 기장군의회 김원일 의원(44억5466만 원), 부산진구의회 박말숙 의원(33억5597만 원) 등 상위권 대부분이 기초의원으로 나타나 지방의회 중심의 고액 자산 분포가 확인됐다.
재산 증가 상위, 금융자산·소득 영향 뚜렷
재산 증가 폭이 가장 큰 인물은 중구의회 한지원 의원으로 10억1279만 원이 늘어 총 21억2635만 원을 기록했다. 이어 부산시설공단 이성림 이사장(7억1877만 원 증가), 부산진구의회 김민경 의원(5억7195만 원 증가), 연제구의회 차성민 의원(5억3229만 원 증가)이 뒤를 이었다. 재산 증가는 주식 시세 상승, 사업소득 및 급여 저축, 예금이자 등 금융자산 확대가 주요 요인으로 분석된다.
재산 감소 상위, 부동산·가상자산 하락 영향
재산 감소 폭이 가장 큰 인물은 부산진구의회 손재호 의원으로 약 19억5079만 원이 줄었다. 안수만 의원(19억2217만 원 감소), 연제구의회 최홍찬 의원(13억6139만 원 감소)도 큰 감소 폭을 보였다. 일부는 총 재산이 마이너스를 기록하기도 했다. 감소 요인으로는 부동산 공시가격 하락, 비상장주식 및 가상자산 가치 하락, 가족 고지 거부 및 자녀 결혼에 따른 신고 제외 등이 지목됐다.
재산 심사 강화…불성실 신고 시 징계
위원회는 이번에 공개된 재산 변동 사항을 오는 6월 말까지 집중 심사할 계획이다. 허위 또는 누락 신고가 확인될 경우 경고 및 시정조치, 과태료 부과는 물론 해임이나 징계 의결 요구 등 강도 높은 조치가 이뤄질 수 있다.
한편 정무직과 고위공무원단, 광역·기초단체장 등은 정부공직자윤리위원회 심사를 거쳐 같은 날 전자관보와 공직윤리시스템을 통해 별도로 공개됐다.

The asset changes of Busan public officials have been publicly disclosed, revealing clear trends in wealth levels and fluctuations.
On March 26, the Busan Public Officials Ethics Committee announced the regular asset reports for 187 officials, including heads of affiliated organizations and district/county councilors, as of December 31, 2025, in accordance with the Public Officials Ethics Act. The average reported asset was 946 million KRW, up 7 million KRW from the previous year. Among the officials, 116 (62%) reported an increase in assets, while 71 (38%) reported a decrease.
Top 10 Asset Holders, Mainly Local Councilors
The wealthiest official is Lee In-gu, a councilor of Jung-gu, Busan, with a total of 14.43 billion KRW. He is followed by Han Jeong-ok of Saha-gu Council with 10.44 billion KRW and Lee Seong-rim, Chairman of the Busan Facilities Corporation, with 7.23 billion KRW. Other high-asset officials include Kim Won-il of Gijang-gun Council (4.45 billion KRW) and Park Mal-sook of Busanjin-gu Council (3.36 billion KRW), indicating that high asset holdings are concentrated among local council members.
Largest Asset Increases Driven by Financial Gains and Income
The largest asset increase was reported by Han Ji-won of Jung-gu Council, who added 1.01 billion KRW, bringing her total assets to 2.13 billion KRW. Following her were Lee Seong-rim of Busan Facilities Corporation (718 million KRW increase), Kim Min-kyung of Busanjin-gu Council (572 million KRW increase), and Cha Seong-min of Yeonje-gu Council (532 million KRW increase). Key factors contributing to asset growth include rising stock prices, business income, salary savings, and interest from deposits.
Largest Asset Decreases Linked to Real Estate and Cryptocurrency Losses
The largest decrease was reported by Son Jae-ho of Busanjin-gu Council, whose assets fell by 1.95 billion KRW. Other major decreases include An Su-man (1.92 billion KRW) and Choi Hong-chan of Yeonje-gu Council (1.36 billion KRW). Some officials even reported negative net assets. Main causes of decline include drops in official real estate valuations, falling values of unlisted stocks and virtual assets, and family-related exclusions, such as non-disclosure by relatives or assets removed due to children’s marriage.
Ethics Committee to Review, Strong Measures for False Reporting
The Ethics Committee will conduct a review of the disclosed asset changes by the end of June. If any misreporting or omissions are detected, officials may face warnings, corrective measures, fines, or even dismissal and disciplinary action.
Meanwhile, assets of political appointees, senior civil servants, and heads of local governments are separately reviewed by the Government Ethics Committee and published on the Government Gazette and the Public Officials Ethics System on the same day.
