충청남도의회가 북한이탈주민의 안정적인 지역사회 정착과 사회적 차별 해소를 위한 실효성 있는 정책 발굴에 나섰다.
충남도의회 ‘북한이탈주민의 사회통합 및 차별 해소를 위한 연구모임(대표 신순옥)’은 16일 충남창업마루나비에서 2차 회의와 연구용역 중간보고회를 열고, 현재 진행 중인 ‘충남형 북한이탈주민 정착 지원 모델 수립’ 연구의 추진 상황을 점검했다.
지난 2월 착수한 이번 연구는 북한이탈주민들이 겪는 실질적인 어려움을 파악하고, 기존 제도의 한계를 보완할 수 있는 지역 밀착형 정책을 설계하는 데 초점을 맞추고 있다.
이날 보고회에서 연구 수행기관인 미래발전기획정책연구원은 기존 정착 지원 정책의 한계점을 분석하고, 지역 내 대학·기업과 연계한 인재 양성 및 일자리 매칭 방안 등 지역사회 상생을 위한 핵심 전략들을 제시했다. 참석한 의원들은 다양한 현장 의견을 공유하며, 정책의 실효성을 높이기 위한 보완책을 심도 있게 논의했다.
연구모임을 이끄는 신순옥 의원(비례·국민의힘)은 “이번 보고회에서 수렴된 다양한 현장의 목소리를 연구 결과에 적극적으로 반영하겠다”며, “충남만의 지역적 특성을 반영한 체계적인 정착 지원 시스템을 구축해 북한이탈주민이 우리 사회의 당당한 구성원으로 안정적으로 정착하고 상생할 수 있도록 의정 역량을 집중하겠다”고 밝혔다.
충남도의회는 이번 연구용역 결과를 바탕으로 북한이탈주민의 자립을 돕고 사회적 인식 개선을 도모할 수 있는 구체적인 조례 제·개정 및 정책 도입을 추진할 계획이다.

Based on the results of this commissioned research, the Chungnam Provincial Council plans to pursue the enactment and amendment of specific ordinances and the introduction of policies aimed at helping North Korean defectors achieve self-reliance and improving social perceptions.
