[브레이크뉴스=배종태 기자] 국민의힘 부산시당은 여야 합의로 상임위원회를 통과한 부산 글로벌허브도시 특별법(이하 부산특별법)이 법제사법위원회에서 중단된 사태와 관련해, 이를 정치적 선택에 의한 지역 배제로 규정하며 즉각적인 처리를 촉구했다.
부산시당은 논평을 통해 당초 숙려기간 미경과라는 형식적 사유로 심사를 지연시키던 법사위가 이재명 대통령의 포퓰리즘 입법 발언 이후 노골적으로 법안을 반대하고 있다고 지적했다.
특히 동일한 사유로 논의에서 제외됐던 제주특별법 개정안은 상정하면서 부산특별법만 제외한 것은 명백한 형평성 문제라고 강조했다. 이는 단순한 절차 지연이 아니라 특정 지역에 대한 선택적 배제이며, 법률적 완결성을 심사해야 할 법사위가 정치적 판단으로 입법권을 왜곡하고 있다는 비판이다.
민주당의 갑작스러운 입장 선회와 전면 재설계 주장 비판
더불어민주당의 태도 변화에 대해서도 강도 높은 비난을 이어갔다. 불과 한 달 전까지 대한민국 균형발전을 위한 필수 법안이라던 민주당이 대통령 발언 이후 기조를 급변했다는 점을 꼬집었다.
한정애 정책위의장이 기존 법안 폐기와 전면 재설계 후 재발의를 공식화한 것에 대해 시당은 2년간 충분한 조정을 거친 법안을 이제 와서 전략 부재로 평가절하하는 것은 부산 시민을 우롱하는 행위라고 일축했다. 이는 정책적 판단이 아닌 정치적 입장 변화에 불과하다는 입장이다.
전재수 의원의 책임론과 여당 후보 자격 의문 제기
부산시장 후보인 전재수 의원을 향한 책임 있는 답변도 요구했다. 시당은 전 의원이 시민 앞에서는 추진 의지를 밝히며 힘 있는 여당 후보인 것처럼 포장하더니, 정작 당의 입장이 뒤바뀐 현재는 침묵으로 일관하고 있다고 비판했다. 이어 침묵은 시민에 대한 책임 있는 태도가 아니라며 그간의 역할에 대해 의문을 제기했다.
부산특별법은 국가 균형발전 위한 전략 법안
시당은 이미 제주, 강원, 전북 등 여러 지역에 특별법이 존재함에도 부산만 왜 특별법이냐는 주장이 나오는 것은 현실과 맞지 않다고 반박했다. 또한 재정 부담이 크지 않은 상황에서 대통령 발언 이후 부처들이 일제히 반대로 돌아선 것은 정책의 일관성과 형평성을 결여한 처사라고 주장했다.
부산특별법은 단순히 지역 민원 해결을 위한 법안이 아니라, 수도권 일극 체제를 완화하고 남부권 성장축을 구축해 글로벌 도시 경쟁력을 확보하기 위한 국가적 전략 법안임을 분명히 했다.
민주당과 정부에 즉각 상정 및 본회의 통과 촉구
국민의힘 부산시당은 민주당과 정부를 향해 부산특별법을 즉각 법제사법위원회에 상정하여 정치적 고려 없이 법률적 기준에 따라 심사하고, 이미 합의된 법안을 왜곡하거나 지연시키지 말고 조속히 본회의에서 통과시킬 것을 강력히 촉구했다.
시당은 330만 부산 시민의 뜻이 담긴 법안을 정치적 이해관계로 좌우한다면 그에 따른 책임이 결코 가볍지 않을 것이라며, 이재명 정부와 민주당이 역사와 국민 앞에 부끄럽지 않은 결단을 내려야 한다고 덧붙였다.

The Busan Metropolitan City Chapter of the People Power Party (PPP) issued a strong demand for the immediate processing of the "Special Act on the Establishment of Busan Global Hub City" (Busan Special Act). Although the act passed the relevant standing committee with bipartisan agreement, it is currently stalled in the Legislation and Judiciary Committee, a move the PPP defines as a selective exclusion of a specific region based on political motives.
Exclusion from Committee Agenda is a 'Loss of Equity' and 'Distortion of Legislative Power'
In an official commentary, the Busan PPP pointed out that the Legislation and Judiciary Committee, which initially delayed the review citing formal reasons such as the lack of a deliberation period, has begun overtly opposing the bill following President Lee Jae-myung’s remarks regarding "populist legislation."
The party emphasized that it is a clear issue of equity to include the amendment to the Jeju Special Act—which was previously excluded for the same reasons—while specifically omitting the Busan Special Act. The PPP criticized this as more than a simple procedural delay, labeling it a selective exclusion of a specific region and a distortion of legislative power by a committee that should focus on legal integrity.
Criticism of the Democratic Party's Sudden Shift and the "Complete Redesign" Argument
The PPP also launched a fierce critique of the Democratic Party of Korea (DP) for its abrupt change in attitude. The party noted that the DP, which had emphasized the swift processing of the bill as an "essential law for balanced national development" only a month ago, shifted its stance following the President’s remarks.
Regarding DP Policy Committee Chair Han Jeoung-ae’s call to scrap the existing bill and "re-propose after a complete redesign," the Busan PPP dismissed it as a mockery of Busan citizens. They argued that devaluing a bill that underwent two years of coordination as "lacking strategy" reveals the shift is based on political positioning rather than policy judgment.
Responsibility of Rep. Jun Jae-soo and Doubts Over 'Ruling Party Candidate' Credentials
The PPP also demanded a responsible response from Representative Jun Jae-soo, a candidate for Busan Mayor. The party criticized Rep. Jun for portraying himself as a "powerful ruling party candidate" with a strong will to push the bill through in front of citizens, while remaining silent now that his party's stance has reversed. They argued that such silence is an irresponsible attitude toward the citizens.
Busan Special Act as a 'Strategic Law' for Balanced National Development
The Busan PPP countered the argument of "Why only Busan?" by noting that special acts already exist for regions like Jeju, Gangwon, and Jeonbuk. They further asserted that the collective opposition from government ministries following the President’s remarks, despite the low financial burden of the bill, demonstrates a lack of consistency and equity in policy standards.
The party clarified that the Busan Special Act is not a simple regional petition but a national strategic bill designed to alleviate the unipolar concentration in the Seoul metropolitan area and establish a growth axis in the southern region to compete with global cities.
Demanding Immediate Submission and Passage in the Plenary Session
Finally, the PPP Busan Chapter strongly urged the Democratic Party and the government to immediately place the Busan Special Act on the agenda of the Legislation and Judiciary Committee for review based on legal standards without political consideration, and to ensure its swift passage in the plenary session without further distortion or delay.
The chapter concluded by warning that if a bill representing the will of 3.3 million Busan citizens is manipulated for political interests, the resulting responsibility will be heavy, and called on the Lee Jae-myung administration and the DP to make a decision they will not be ashamed of before history and the people.
