6월은 호국보훈의 달로 ‘추모의 기간(6월 1일~10일)’이 지나고 오늘 6월 14일(월)은 ‘감사의 기간(6월 11일~20일)’, 다음 주부터는 ‘화합과 단결의 기간(6월 21일~30일)’으로 호국보훈의 달을 기념한다. 그런데 ‘감사의 기간’ 중인 오늘 “예산 없다”며 ‘6·25 용사들 약값 지원 못한다는 정부’의 언론 보도(조선일보 6월 14일자)는 보훈처의 호국보훈이 공염불임을 보였다.
허경영 국가혁명당 명예 대표는 ‘6.25와 월남전 참전용사에게 참전 수당 5억 원과 월 300만 원 보훈비를 지급하고, 참전용사 사후(死後)에는 배우자뿐 아니라 직계 가족까지 보훈비를 승계하도록 보훈 처우를 대폭 개선하겠다.’고 약속한 바 있다. 월남전 백마부대 참전 용사인 허 명예 대표는 오늘 “현재 보훈처가 예산을 핑계로 6.25 참전 용사들 약값조차 지원 못한다고 하니 의로운 분노가 치밀어 오른다.”며 “나라에 돈이 없는 게 아니라 도둑이 많으니 내년에 대통령에 당선되면 즉시 예산 도둑을 잡아 약값 지원 뿐 아니라 처우와 예우에 최선을 다하겠다.”고 피력했다.
지난 5월 기준 전국의 참전유공자는 26만1360명. 이 중 절반 이상이 75세 이상이다. 대부분 거동이 불편한데 보훈병원에 가야만 약값이 지원되는데, 거주 지역에서 약국을 찾으면 참전 명예수당 월 34만 원을 받아서는 약값대기도 빠듯한 실정이다. 위탁병원까지 약제비를 지원한다 해도, 연간 소요 예산은 70억~110억원 수준으로 추정된다.
김동주 국가혁명당 기획조정실장은 “남녀 평등권 등에 소요되는 성인지(性認知) 예산 35조를 생각하면 보훈은 거지 예산 수준이다.”며 “정부당국은 목숨까지 바쳐가며 나라를 지킨 참전용사의 보훈 예산을 1순위로 편성해야 한다.”고 정부의 각성을 촉구했다. 오명진 비서실장은 “1.7%로 밖에 안되는 보훈관련 국가예산 비율을 미국, 호주, 대만의 3% 수준으로 최소한 인상하고, 특히 남북분단 대치 상황에서는 보훈예산이 1순위로 처리되는 것이 마땅하다.”고 말했다.
