바짝 마른 가을-겨울 산에 불이 붙으면 활활 타오른다. 강원도 산불현장에서 봤다. 불이 공중으로 날아다닌다. 불이 온산을 태울 때 “바람이 어디로 부느냐?”에 따라 불이 춤을 춘다. 산불은 집권한 정당이 국가권력을 인수했을 시의 초기상황과 비슷하다.
기세등등하던 문재인 정권도 이제는 마지막 퇴로에 서 있다. 더불어민주당, 이제는 당내 대통령 후보도 정해져 있어 문재인 권력에게는 하산하는 길이다.
그래서인지 한때 권부 실세들의 이임사(離任辭) 같은 말들이 줄이어 나오기 시작했다.
지난 11월 17일 양정철 전 민주연구원 원장의 정치적인 발언이 나왔다. 같은 날 임종석 전 청와대 비서실장이 페이스북에 올린 글도 공개됐다.
모든 권력이 마찬가지이겠으나, 권력의 마지막-권력의 끝자리는 언제나 애잔(사전 의미=몹시 가냘프고 약하다)하다. 임종석 전 청와대 비서실장의 글에서도 그게 느껴진다. 지난 11월17일자 페이스북에 올린 글에서 문재인 대통령의 퇴임 이후가 언급됐다. 일종의 문재인 정권 집권5년의 회고담이다.
그는 “문재인에게 위로는 자연과 동물이다. 임기를 마치면 노대통령이 꿈꿨던 서민의 삶을 당신은 꼭 살아가시길 바란다. '숲 해설사'가 되시면 그것도 좋겠다”고 언급하면서 “정권교체도 정권재창출도 적절치 않은 표어이다. 정권심판이라는 구호는 부당하고 불편하다. 새로 들어 설 정부는 반사체로서가 아니라 자신만의 담대한 비전을 제시하고 국민의 새로운 신임을 받아야 한다. 마지막까지 애쓰는 대통령에게 ‘수고 한다, 고맙다’ 해 줄 수는 없는 것인가. 거친 것들이 난무하는 강호에도 서로를 존중하는 의리 같은 것이 있으면 좋겠다.”고 하소연(?) 했다. 권력의 뒤끝, 정말 애잔하다.
인생 길은 올라갈 때가 있으면 반드시 내려갈 때가 있다. 국가를 치리하던 대통령에서 '숲 해설사'로의 전환은 인생의 극적(劇的)인 반전이다.
임종석 전 청와대 비서실장은 이 글에서 “문재인의 단어는 숙명이다. 그의 능력은 운명을 받아들이는 능력이다. 애써 권력을 쥐려는 사람이 아니다. 노무현 대통령을 그렇게 보내고 운명이 그렇게 된 것”이라면서 “문재인은 그래서 주어진 상황을 받아들이고 죽어라 일을 한다. 후회가 남지 않도록 몸을 혹사한다. 옆에서 보기 안 스럽고 죄송할 따름이다. 매듭을 생각하게 된다. 피난민의 아들이 쓰는 종전선언, 불행한 역사를 마감하자는 대사면... 무엇이 가슴 속에 남았든 얼마 남지 않은 동안에도 대통령은 최선을 다 할 것”이라고 내다봤다.
미국은 한국에게 어떤 국가인가? 거인국(巨人國)이랄까?
임종석 전 청와대 비서실장은 학생 운동권 출신으로 권력초반기의 청와대 권력의 실세였다. 그에게 비쳐진 미국은 어떤 모습이었을까? 이 글에서 “하노이에서 멈춰선 남북평화열차는 못내 아쉽다”고 전제하고 “문재인 정부의 한반도 정책은 남북관계 뿐만 아니라 북한-미국관계의 실질적이고 직접적인 성과를 목표로 했다는 점에서 그 차별성이 있다. 한국-미국관계에 몇 배의 공을 들인 이유이다. 냉엄한 국제현실에서 미국의 인내와 동의 없이는 한반도에서 시대사적 전환을 이루는 일이 사실상 가능하지 않다는 인식에 바탕한 노력이었다”고 술회했다.
“미국의 인내와 동의”라는 말이 주는 함의(含意)에 무게가 실린다. 세상이란, 힘이 있는 사람들의 것이니까. moonilsuk@naver.com

When the fire burns the mountain, the fire dances according to “Where does the wind blow?” It is similar to the initial situation when the forest fires and the ruling party took over the state power. The Moon Jae-in administration, which had been at a standstill, is now at the last resort. In addition, the Democratic Party, now that the presidential candidate within the party has been decided, it is a way down for the Moon Jae-in power.
That is why, at one time, words such as Lee Imsa (離任辭) of the powerful and powerful people began to appear one after another.
On November 17, Yang Jeong-cheol, former president of the Institute for Democracy, made a political remark. On the same day, an article posted on Facebook by former Blue House chief of staff Im Jong-seok was also published.
As with all powers, the end of power - the last digit of power is always pitiful (dictionary = very thin and weak). This is also felt in the writings of former Blue House Chief of Staff Im Jong-seok. In a post on Facebook on November 17th, he mentioned the post-retirement of President Moon Jae-in. It is a kind of retrospective of the five years in power of the Moon Jae-in administration.
He said, “For Moon Jae-in, comfort is nature and animals. When you finish your term of office, I hope that you will live the life of the common people that President Roh dreamed of. It would be great if you became a 'forest commentator'," he said. "Neither regime change nor regime re-creation are appropriate slogans. The slogan of government judgment is unfair and inconvenient. The new government should not act as a reflector, but present a bold vision of its own and win the new trust of the people. Can't you just say 'Thank you for your hard work' to the president who works hard until the end? I wish there was a kind of loyalty that respects each other even in a stronghold where rough things are rampant.” The end of power, it's really pathetic.
There are times in life that go up and there are times when it goes down. The transition from a president who ruled the country to a 'forest commentator' is a dramatic reversal of life.
Im Jong-seok, former chief of staff at the Blue House, said in this article, “Moon Jae-in’s words are fate. His ability is the ability to accept fate. He's not the kind of person who wants to wrestle with power. It was fate that he sent President Roh Moo-hyun like that,” he said. He abuses his body so that no regrets remain. It's hard to see from the side and I'm just sorry. He comes to think of the knot. The declaration of an end to the war, written by the son of a refugee, a great message to end the unfortunate history... No matter what remains in our hearts, the president will do his best for the time being.”
What kind of country is the US to Korea? Is it a giant country? Im Jong-seok, former chief of staff at the Blue House, came from the student movement and was the leader of the Blue House power in the early days of power. What did America look like to him? In this article, he premised, “It is a pity that the inter-Korean peace train stopped in Hanoi” and “The Moon Jae-in administration’s policy on the Korean Peninsula is different in that it aims to achieve practical and direct results not only in inter-Korean relations but also in North Korea-US relations.
