경상북도선거관리위원회가 오는 6월 1일 실시하는 제8회 전국동시지방선거에서 후보자가 선거운동에 사용할 수 있는 선거비용 한도액을 산정·공고 했다.
선거비용제한액은 선거운동의 과열과 금권선거를 방지하고 후보자 간 경제력 차이에 따른 선거운동의 불공평을 방지하기 위해 도입되었으며 선거별로 물가 상승률과 인구수 또는 읍·면·동수를 반영하여 산정한다.

이에 따라 경북선관위는 이번 지방선거의 경북도지사 및 교육감 선거의 선거비용제한액이 15억 3천 2백만 원, 비례대표도의원 선거의 경우 1억 8천 1백만 원이라고 밝혔다.
또한 시장·군수 선거의 선거비용제한액 평균은 1억 3천 4백만 원이며, 지역구도의원 선거의 선거비용제한액 평균은 4천 6백만 원으로 나타났다.
지역구시.군의원 선거의 경우 선거비용제한액은 평균 3천 9백만 원, 비례대표시.군의원선거의 선거 평균은 4천 3백만 원이다.
지방선거의 후보자들이 선거비용제한액 범위 안에서 적법하게 지출한 선거비용은 해당 지방자치단체의 부담으로 선거일 후 보전한다.
후보자가 당선되거나 유효투표총수의 15% 이상 득표한 경우 전액을, 10% 이상 15% 미만 득표한 경우에는 절반을 후보자에게 돌려준다.
비례대표선거의 경우 후보자 명부에 올라 있는 후보자 중 당선인이 1명이라도 있다면 해당 정당은 전액을 보전 받는다.
다만, 예비후보자가 사용한 선거비용, 통상거래가격을 정당한 사유 없이 초과한 비용, 회계보고서에 보고되지 않거나 허위로 보고한 비용 등은 보전하지 않는다.
경북선관위는 선거비용 보전이 국민의 세금으로 이루어지는 만큼 선거비용 과다·허위 보전청구 또는 선거비용 축소·누락 행위에 대해 서면조사 및 현지 조사를 거쳐 철저히 확인하고 보전 대상액을 확정할 예정이라고 밝혔다.
아울러 후보자가 선거비용 보전을 청구할 때 영수증 등 지출증빙서류 외에도 사진·동영상 등 선거운동에 실제 사용한 것을 객관적으로 확인할 수 있는 자료를 제출하여야 한다고 전했다.
특히, 공직선거법 개정으로 정격출력 및 음압수준이 제한되는 확성장치의 경우 시험성적서 사본과 모델명이 포함된 사진을 반드시 제출할 것을 강조했다.
