특히 조례안은 민원 업무를 접수ㆍ처리하는 경상북도 소속 공무원, 근로자 등의 민원 처리 담당자에게 △ 신체적ㆍ정신적 피해 예방ㆍ치료ㆍ재활 프로그램 운영 △ 의료비 지원(진료비ㆍ약제비) △ 법률상담 및 법률지원 △ 안전장치(영상ㆍ녹음ㆍ호출장치 등) 설치 △ 안전요원 배치 △ 민원인ㆍ민원 처리 담당자 간 분리 공간 조성 △ 치유에 필요한 휴식시간 제공 등의 지원 방안을 법제화 했다.
조현일 의원은 “민원 처리 담당자가 악성 민원인으로부터의 폭언·폭행, 반복 민원 등으로 인해 신체적ㆍ정신적 피해를 입는 사례가 최근 전국적으로 발생하고 있다”고 지적하며 “체계적인 민원 처리 담당자 보호ㆍ지원사업과 분리 조치 등을 통해 악성 민원인으로부터 민원 처리 담당자의 신체적ㆍ정신적 피해를 예방하고 치유함으로써, 건전한 직장 분위기 조성과 민원 처리 담당자의 인권 증진에 기여할 것”이라는 기대를 전했다.
