대구광역시의회 장상수 의장이 ‘지방이전재원에 대한 지방자치단체의 집행 자율성 강화를 위한 포괄보조금 확대 촉구 건의안'을 상정했다.
17일 부산에서 열린 전국시도의회의장협의회 제3차 임시회에 참석한 대구시의회 장상수 의장은 지방자치단체의 재정운영 자율성 강화를 위해 포괄보조금 보조율 상향을 건의했다.

포괄보조금은 재원수요자인 지방자치단체의 권한을 확대한 보조금 교부 방식으로, 기존 국고보조금과 같이 재원을 배분하는 예산당국이 정부 부처로 보조금을 배분한 뒤 정부 부처가 이를 다시 지방자치단체로 교부하는 것과 달리, 지방자치단체에 직접 예산을 배분함으로 재원 배분의 탄력성을 확보하고, 동시에 재정분권에 기여하도록 한 제도이다.
이날 장상수 의장은 건의문을 통해 “현재의 국고보조금 지급방식은 사업선정이 국가 주도로 이뤄지고, 확정된 보조사업의 변경이 어렵다는 점에서 운용의 탄력성이 낮은 문제점이 있다.”고 지적에 나섰다.
그러면서 “국고보조금 운용의 일방성 문제와 탄력성 한계를 해결하고, 지방재원을 보충하기 위해 국가균형발전 특별법에서 정하고 있는 포괄보조금의 편성·지원을 확대해야 한다.”는 주장을 이어갔다.
세부적으로는 현행 8개 부처 13개로 되어있는 포괄보조금 세부사업에 보건복지 및 과학기술분야에 대한 세부사업을 추가할 것과 현행 30-70% 수준의 포괄보조금 보조율을 50-100% 수준으로 상향할 것을 제안했다.
