세종시의회가 ‘공동주택 화재예방과 안전문화 활동 지원을 위한 법적 마련에 나섰다.
세종시의회 김현옥 의원(새롬동, 더불어민주당)은 지난 10일 의회청사 대회의실에서 ‘공동주택 화재예방과 안전문화 활동 지원에 관한 조례’ 제정을 위한 간담회를 열었다.
이날 간담회에는 대한주택관리사협회 남양우 시회장 등 유관단체 관계자와 김판영 세종시아파트입주자대표 회장을 비롯해 소관부서인 세종시 소방본부 대응예방과 관계 공무원 등이 참석했다.
참석자들은 먼저 대응예방과 담당자로부터 공동주택 안전관리 추진 현황 및 계획, 화재 구조·구급 발생 현황 및 아파트 피난 관련 시설 등 주요 현황을 보고 받았다.
이후 김현옥 의원의 대표 발의로 입법 예고를 앞둔 ‘공동주택 화재예방과 안전문화 활동 지원에 관한 조례안’의 제정 취지와 주요 내용에 대한 설명이 이어졌다.
김 의원은 “세종시의 경우 아파트에 거주하는 주민 비율이 전국에서 가장 높은 만큼 국제안전도시로서 전기차 화재 충전 중 화재 사고 예방 등 적극적인 안전문화 활동이 요구된다”며 “공익적인 측면에서 공동주택 주민들의 생명과 재산을 보호하기 위한 방안을 모색하고 지원하는 계기가 될 것”이라고 말했다.
‘공동주택 화재예방과 안전문화 활동 지원에 관한 조례안’에 대한 주요 의견으로 ▲전국 최초 제정 조례인 만큼 지원 사업 의무화 ▲전기차 화재 우려 단지에 대한 지원방안 명시 등이 언급됐다.
김 의원은 “이 조례안을 수립할 때 다른 상위법에 따라 관리 주체에 의해 지원할 수 있도록 규정한 부분이 겹치지 않으면서도 공동주택 주민들에게 필요한 화재 예방 및 비상시 피난법 등을 아파트 환경에 맞게 정보 공유뿐 아니라 교육·홍보가 이뤄질 수 있도록 규정했다”고 설명했다.
