세종시 전동면 송성리 일원에 오는 2030년까지 세계 최고 수준의 폐기물 처리 시설이 건설된다. 또 이 곳에 지역사회와 공존할 수 있는 복합문화 공간이 들어선다.
세종시는 13일 이 같은 내용을 담은 '친환경 종합타운 조성 계획' 을 발표했다.
계획은 오는 2030년까지 약 3천억을 투입해 전동면 송성리 일원에 폐기물 처리 시설과 주민편의 시설을 갖추는 것을 골자로 한다.
친환경 종합타운은 생활 쓰레기 하루 400톤 음식물 쓰레기 80톤을 처리할 수 있는 규모로 계획됐다는 것이 시의 설명이다.
앞서 시는 지난 2021년 3월 전동면 송성리 639번지를 후보지로 선정하고 타당성 조사와 전략, 환경영향평가 결과를 토대로 지난 3월 입지 선정 위원회를 열어 이 지역을 최종 입지로 선정했다.
원활한 사업을 위해 시는 올 하반기부터 토지 보상계획을 수립하고, 타당성 조사 및 기본계획 용역을 추진한다.
2024년에는 기획재정부와 예비타당성 조사, 행정안전부와 지방재정투자심사 2025년에는 폐기물처리시설 설치사업 기본 및 실시설계를 완료 후 환경부와 환경영향평가 협의를 진행한다는 계획을 세웠다.
2026년 환경부로부터 폐기물처리시설 설치계획 승인이 마무리되면 2027년 착공에 나서 2030년에 준공 목표로 사업을 진행한다.
시는 최첨단 환경 기술을 도입해서 친환경 종합타운을 세계 최고 수준의 폐기물 처리 시설로 조성한다는 계획이다.
주민 의견을 수렴해 주민 편의시설을 설치하고 지역사회와 공존할 수 있는 복합문화공간도 들어선다.
시는 매년 발생하는 주민지원기금은 소득등대사업, 복지증진,의료비 장학금 등은 주민을 위해 사용하기로 했다.
전동면 지역발전을 위해 도로 확·포장, 주거환경개선, 주민 숙원 사업을 발굴하고 시추진 특화사업도 전동면에 우선적으로 추진해 살기좋은 전동면을 만들기로 했다.
이를위해 다음달부터 주민 스스로 지역발전 대안을 마련하고 의견 수렴을 의한 범주민 협업기구인 주민지원 추진단을 구성 ·운영해 나갈 계획이다.
최민호 시장은 "환경기술이 최첨단으로 발전한 만큼 주민들이 걱정이 없는 최고의 시설로 설치하겠다"며 " 더 이상 논쟁이 아닌 미래세대를 위한 신·구도심간 공동체 정신으로 친환경종합타운 건립에 힘을 모아 달라"고 말했다.
