브레이크뉴스 정명훈 기자= 국토교통부 산하 공공기관인 국가철도공단 직원들이 해외 출장을 다녀온 뒤 표절하거나 짜깁기한 보고서를 작성한 것으로 드러났다. 이에 김두관 더불어민주당 의원은 '업무 태만 및 외유성 출장' 의혹을 제기했다.
21일 김두관 의원실에 따르면 철도공단 직원 8명은 지난 6월 ‘신성장동력 확보를 위한 철도시설 및 역세권개발 벤치마킹’을 하겠다며 유럽과 일본 출장을 다녀왔다.
국외 선진개발사례 조사 및 신규모델 구축방안을 마련하기 위한 출장으로써 이들은 2개조로 나뉘어 각각 유럽 8박 10일, 일본 3박 4일 일정을 소화했다. 이번 출장으로 사용된 예산은 3300만원이다.
하지만 이들이 출장 후 작성한 보고서를 보니, 곳곳에서 표절 흔적이 포착됐다는 게 의원실의 설명이다.
해당 보고서 중 특정 문장을 포털 사이트에 검색해 본 결과, 과거 타 공공기관에서 작성된 보고서 및 리포트 일부를 그대로 베꼈다. 또 표절한 자료들의 작성 연도가 평균 2010년대 초반이었다면서 ‘신성장동력 확보’라는 출장 취지 역시도 무색하다는 것이다.
출장보고서에는 또한 베르시 협의개발지구 사업 추진 배경을 설명란에 '1987년 파리도시계획연구소(L Atelier Parisiend Urbanisme: APUR)는 베르시 지구 개발 기본계획(12ha 공원, 인프라 및 중산층 포함 주거단지, 베르시 센강변과의 접근성, 교통네트워크 체계 등) 설정'이라고 작성했다.
이는 2011년 국토연구원에서 작성한 ‘파리의 산업이전적지를 활용한 도시재생의 시사점’ 리포터와 완전히 같은 내용이었다. 해당 리포터에는 ‘1987년 파리 1987년 파리도시계획연구소(L Atelier Parisiend Urbanisme: APUR)는 베르시 지구 개발 기본계획(12ha 공원, 인프라 및 중산층 포함 주거단지, 베르시 센강변과의 접근성, 교통네트워크 체계 등) 을 설정’이라고 쓰여 있다. 공단 측이 작성한 출장보고서와 그대로 일치한다.
이외에도 ‘1983년에는 파리시 의회에서 파리 동지역 개발 계획안이 가결됨에 따라 프롬나드 프랑테에 대한 구상이 주요 개발계획에 포함’, ‘1985년 프랑스 국유 철도회사는 모든 화물 운송 활동을 전면 재편성하기로 결정함에 따라 Reuily 기차역을 포기하였고 파리시는 이 지역을 협의개발지구로 설정’ 등의 내용이 출장보고서에 똑같이 담겼다.
아울러 일본 출장보고서 중 일본 역세권 벤치마킹 내용은 국토부 소관 도시재생종합정보체계에 올라온 '대도심 프로젝트-마루노우치 리포트'(2010) 일부와 동일했다. 리포트의 내용 중 쉼표(,)나 작은 따옴표('') 등만 삭제하고 그대로 쓰는 식이었다.
이같은 의혹 제기에 철도공단 측도 일부 잘못을 인정하면서도 사전 취득 정보를 인용한 것이라고 해명했다. 철도공단 관계자는 "현지 여행사나 에이전트 없이 공단 직원들이 직접 현장 답사를 갔다. 인터넷 검색 등 타 기관의 선행 출장보고서와 현황 자료 등을 학습하는 것이 필요했고 이 과정에서 보고서 내용 중에 사전 취득 정보를 일부 인용하여 작성한 문제점을 확인했다"라며 "앞으로는 이러한 사례가 재발하지 않도록 엄격한 출장 관리와 함께 보고서 내용 검증을 철저히 하겠다"고 밝혔다.
이에 김두관 의원은 "국가철도공단이 '국외 선진개발사례를 조사하겠다'며 국민의 세금을 들여 해외 출장을 다녀와 놓고 10년도 더 된 해외 리포트를 '복붙'해 결과보고서를 제출한 것"이라며 "이러한 문제가 재발하지 않도록 보고서 제출 이후 검증 시스템 등을 철저하게 마련해야 할 것"이라고 말했다.
