윤석열 대통령이 15일 "우리 앞엔 반드시 해결해야 하는 중차대한 역사적 과제가 있다"며 "바로 통일"이라고 밝혔다.
윤 대통령은 부인 김건희 여사와 이날 오전 서울 세종문화회관에서 '되찾은 나라, 위대한 국민, 더 큰 대한민국' 주제로 열린 제79주년 광복절 경축식에 참석해 경축사에서 "한반도 전체에 국민이 주인인 자유 민주 통일 국가가 만들어지는 그날 비로소 완전한 광복이 실현되는 것"이라며 이같이 밝혔다.

Today, I would like to present our tasks for moving toward this unified Republic of Korea. First, our people must have a firmer sense of values and capacity to promote free unification. Second, we must create changes so that the North Korean people earnestly desire free unification. Third, we must unite with the international community.
There are three tasks. First, we must have a stronger conviction in the value of freedom. Only by firmly protecting the freedom within us can we become a force for promoting free democratic unification. In order for all of us to become free people and for our freedoms to coexist, responsibility, consideration, order, and norms must be prerequisites.
We must not confuse indulgence and irresponsibility that ignore order and norms with freedom. We must especially not be swayed by false propaganda and pseudo-logic that seeks to destroy a free society. False propaganda and pseudo-logic based on so-called fake news are terrifying weapons that disrupt a free society. Fake news has now become a large-scale industry.
Pseudo-intellectuals are distributing fake news as a product and forming vested interest groups. Pseudo-intellectuals and agitators are not presenting the values and visions that we should truly pursue. They cannot present them.
Their strategy is to deceive the people and destroy the values and order of a free society, and if their true goals are revealed, their false propaganda will not work. They are only obsessed with dividing the people through propaganda and fabrication and profiting from the gap. These are the anti-freedom and anti-unification forces that are blocking our future.
In a situation where the knowledge industry is growing exponentially due to the development of the digital cyber industry, our people must arm themselves with the power of truth and fight back in order to protect the value system of freedom against the black propaganda forces that exploit this. Freedom is something that is obtained through struggle. It is never obtained on its own.
I and the government will make every effort to protect the value of freedom in our society. Under the private-led market economy, we will do our best to ensure that businesses can run freely and create many quality jobs so that our people can enjoy more opportunities for employment and economic activity.
We will further accelerate education reform, labor reform, pension reform, and medical reform to make our society more fair and healthy. We will expand customized welfare for the underprivileged that focuses on supporting those in need and take a warmer look at the lives of our people to protect and expand the freedom of all our people. Through this, we will ensure that the value of freedom takes deeper root in our society and protect our people from false propaganda by dark forces.
Our people must be strongly armed with the value of freedom and a sense of responsibility in order to lead the free unification of the Korean Peninsula. In particular, we will provide a future-oriented ‘cutting-edge field-type unification education program’ so that young people and future generations can have expectations and dreams of free unification. We will ensure that they can experience the opportunities and changes that unification will bring in advance in virtual space.
The second task is to consider and change the North Korean people so that they strongly desire free unification. We must be more proactive in expanding the value of freedom to the North and bringing about real change in North Korea. Above all, we will make multi-dimensional efforts to improve human rights in North Korea.
We must accurately inform our people and the international community of the tragedy of human rights in North Korea. That is why we have published the <Annual North Korean Human Rights Report> for the first time since our government took office. We will make it even more faithful and spread it more widely around the world. We will cooperate with domestic and international NGOs, allies, and international organizations to make the reality of human rights abuses in North Korea more widely known and continue to urge human rights improvements.
We will promote the <International Conference on North Korean Human Rights> to expand the discourse on human rights in North Korea in all directions. We will actively support private activities that promote freedom and human rights for North Korean residents by establishing the <North Korean Freedom and Human Rights Fund>. We will also continue to promote humanitarian assistance to ensure the right to survival of North Korean residents. The proposal to provide relief supplies to flood victims in North Korea on August 1 also demonstrated our government’s determination to never turn a blind eye to the suffering of North Korean residents.
Even though the North Korean regime has once again rejected our offer, we will not give up on providing humanitarian assistance. We will actively pursue humanitarian assistance, including food and health, for vulnerable groups in North Korea, such as infants, women, the elderly, and the disabled. It is very important to make North Korean residents realize the value of freedom. Many North Korean defectors testify that they realized the North Korean regime’s false propaganda through our radio broadcasts and TV.
They say that more North Korean residents have come to realize that free unification is the only way to improve their lives. If more North Korean residents realize that free unification is the only way to improve their lives and believe that a unified Republic of Korea will embrace them, they will become strong allies of free unification.
In particular, we must instill the dream and hope of free unification in the future generations of North Korea. We will expand the ‘right to access information’ so that North Korean residents can access various external information through various channels. It is also an important task to warmly embrace North Korean defectors, who are the ‘first to unification.’ On July 14, <North Korean Defectors’ Day> was established and the first commemorative ceremony was held.
This is a declaration of the government’s firm will to protect and support North Korean defectors. The government will properly protect North Korean defectors and contribute to their role in unification capabilities. We will actively reflect the experiences and knowledge of defectors who have experienced both South and North Korea in the establishment and promotion of unification policies, and make them valuable assets that will open the future of a unified Republic of Korea. Along with these efforts, we will keep the door wide open for inter-Korean dialogue.
Inter-Korean dialogue should not be a show-off political event, but a practical venue for discussing the guarantee of peace and improvement of the lives of our people and North Korean residents. Today, I propose the establishment of a working-level <Dialogue Consultative Body> between the authorities of the South and the North. Any issue can be discussed here, including easing tensions, economic cooperation, human trafficking, cultural exchanges, and disaster and climate change responses.
We will also be able to discuss humanitarian issues such as separated families, prisoners of war, abductees, and detainees. Meanwhile, as already stated in the ‘Bold Plan’ of Liberation Day two years ago, if we take even the first step toward denuclearization, we will immediately begin political and economic cooperation. Through dialogue and cooperation, we urge the North Korean authorities to respond so that substantive progress can be made in inter-Korean relations.
Lastly, solidarity with the international community. Just as our division was a product of international politics, unification is not easy for us to achieve alone. Our unification is a task that expands the universal values of freedom and human rights, and is directly related to world peace and the prosperity of humanity. We must widely spread the belief in the international community that a unified Republic of Korea will become a country that contributes to world peace and prosperity.
We must make responsible contributions to the international community and pursue our unification policy together with the international community. In my keynote speech at the UN General Assembly last year, I stated that the Republic of Korea will play a leading role and contribute to resolving development gaps, climate gaps, and digital gaps between countries. Since the launch of our government, we have boldly increased the size of our ODA budget by more than two times.
We are leading the discussion on international norms for climate issues by launching the <Carbon-Free Coalition> led by our country, and we are also taking the lead in establishing new digital norms for the international community by hosting the AI Seoul Summit.
Based on these contributions and roles, we will make even more efforts to drive international support for free unification. To this end, we will establish the <International Korean Peninsula Forum> with like-minded countries. We will work to form a consensus on our unification while solidifying solidarity for freedom with allies and friendly countries.
My fellow citizens and fellow Koreans in North Korea! In a unified Republic of Korea, we will enjoy greater freedom and opportunity. Furthermore, it will be a message of blessing to all of humanity. I and the government will make this year, 2024, the new first year of moving toward a ‘unified Republic of Korea of freedom, peace, and prosperity.’
Dear citizens, The journey of challenges and achievements that the Republic of Korea has taken has become a shining record of modern human history and has given great resonance. On August 1, the World Bank referred to the Republic of Korea as a ‘growth superstar’ in a report titled ‘The Middle Income Trap’ and evaluated that the history of the Republic of Korea’s growth is a ‘must-read for all middle-income countries.’
This report mentions ‘Korea’ a whopping 100 times and introduces in detail the secrets of our success, ranging from ‘investment,’ ‘technology introduction,’ and ‘innovation.’ Last year, our per capita national income surpassed Japan’s for the first time and is expected to reach $40,000 in 2026. In the first half of this year, the export gap between Korea and Japan recorded the lowest ever at $3.5 billion.
As confirmed by the dazzling performance of 8th place in the world at the last Paris Olympics, our youth are not afraid of challenges and are leaping forward into the future with strength. Countries around the world are trying to follow the path that the Republic of Korea has taken. However, we cannot be satisfied with this. In order to advance toward a unified Republic of Korea, we must become stronger. We must achieve greater historical progress by facing internal and external challenges that threaten our freedom.
