국민의힘이 개헌 논의에 속도를 내고 있다. 1987년 만들어진 헌법이 40여년이나 지난 2025년 현실엔 맞지 않다며 개편해야 한다고 목소리를 높이기 시작했다.
국민의힘은 6일 국회에서 '국가대개조를 위한 개헌 토론회'를 갖고, 개헌 당위성을 피력했다. 또 당 차원의 개헌특별위원회를 구성하고 야당에도 개헌 논의에 동참을 촉구할 예정이다. 개헌특위 위원장으로는 6선의 주호영 의원을 임명했다.
권성동 원내대표는 이날 토론회에서 "지금의 정국 상황은 대통령의 권력과 국회의 권력이 정면으로 충돌한 결과"라며 "(야당의) 29번에 걸친 탄핵과 23번에 걸친 특검법안 발의가 원인이 돼서 비상계엄 선포로 이어진 것"이라고 주장했다.
이어 "과거에는 제왕적인 대통령 권한을 어떻게 제한할 것인지가 개헌의 핵심 요소였다면, 이제는 의회의 입법 독재가 또 다른 문제를 야기해서 대통령 권력과 의회 권력간 균형을 어떻게 맞출 것인지가 대두됐다"고 설명했다.
성일종 의원은 "이재명 대표는 실용을 이야기하고 있는데, 대한민국 설계 자체가 잘못됐고 낡아 있는데 실용을 외쳐서 뭐 하겠나"라며 "제일 중요한 실용은 헌법을 개정하고 나머지 부분을 개혁해 국민 삶에 보탬이 될 수 있도록 정책을 만들어 나가는 것"이라고 강조했다.
정대철 헌정회장도 "87년 이후 권력 추구자들이 전부 개헌해야 한다고 해놓고, 38년이 지나는 동안 아직도 못 하고 있다"면서 선(先) 개헌 후(後) 대선을 해야 한다고 주장했다.
정대철 회장은 특히 "단시간 내에 권력구조만 집중해서 논의하면 대통령 탄핵 재판이 끝나기 전에 개헌을 할 수 있다"라며 "늦어지더라도 대통령 선거와 국민투표를 같이 해서 새 대통령은 새 헌법하에서 대통령을 해야 한다"고 했다.
김종인 전 비상대책위원장은 "여소야대 국회가 되면 항상 '탄핵' 두 글자가 따라붙고, 대통령을 하려는 사람은 개헌에 관심이 없다. 대통령이 되면 마음대로 할 수 있는 권한이 헌법상에 보장돼 있기 때문"이라며 "정치가 변화하기 위해 반드시 개헌이 필요하다. 다음 대통령으로 출마하는 사람이 개헌을 약속할 수 있도록 국민, 언론, 정치 모두가 압력을 행사해야 한다"고 강조했다.
