고준위방사성폐기물 관리 특별법, 국회 본회의 통과

이 법은 고준위 방사성폐기물을 안전하게 관리하기 위한 법적 근거를 제공하며, 1986년 영덕, 울진 등 방폐장 부지 선정을 추진한 이후 40여 년 만에 여야의 합의로 제정됐다. 고준위특별법에는 고준위 방폐물의 중간저장시설과 영구처분시설 건설 방안, 유치 지역 지원 방안 등이 포함되어 있다.

조성돈 한국원자력환경공단 이사장은 “특별법이 국회 본회의를 통과한 것은 고준위방폐물 관리의 첫걸음을 뗀 역사적인 사건”이라며, “이 법 제정을 통해 우리나라가 원자력 발전부터 방폐물 관리까지의 전 주기를 완성하는 방폐물 산업 선도국가로 도약할 수 있게 되었다”고 강조했다. 그는 또한 “방폐물의 안전관리를 염원하는 500만 원전 지역 국민의 요구에 부응하는 대책을 마련할 수 있는 중요한 법적 근거가 되었다”고 덧붙였다.

조 이사장은 20대 국회부터 22대 국회에 걸쳐 관련 법안을 마련한 여야 국회의원들과, 법 제정을 위해 협력해 준 원전 지역 국민과 원자력 산업계에 감사의 뜻을 전하며, 한국원자력환경공단이 국가 방폐물 관리 전담기관으로서 고준위 방폐물 관리 사업을 적기에 추진해 안전한 대한민국을 만드는 데 기여할 것이라고 밝혔다.

또한, 한국원자력환경공단은 고준위특별법과 정부의 고준위방폐물 관리 기본계획을 토대로, ▲연구용 지하연구시설을 활용한 실증기술의 적기 확보, ▲원활한 사업 추진을 위한 인력 양성, ▲투명하고 합리적인 부지 선정 절차 마련, ▲우리나라 실정에 적합한 안전 기준 마련, ▲지역 주민과 국민의 공감대 형성을 통한 수용성 확보 등 다양한 노력을 기울일 계획이라고 밝혔다.

Special Act on Management of High-Level Radioactive Waste Passes National Assembly Plenary Session

The ‘Special Act on Management of High-Level Radioactive Waste (High-Level Special Act)’ passed the National Assembly plenary session on the 27th.

This act provides a legal basis for the safe management of high-level radioactive waste, and was enacted through an agreement between the ruling and opposition parties 40 years after the selection of sites for radioactive waste storage facilities in Yeongdeok and Uljin in 1986.
