6.3 대통령 선거를 앞두고 대통령 선거운동이 한창이다. 그런데, 경기도 파주의 통일경제특구에 대한 논의가 정치권에서 충분히 이뤄지지 않아 아쉬움이 크다. 이 사업은 이념과 정파를 넘어 우리 모두가 힘을 모아야 할 국가적 과제이다. 과거 박정희 대통령이 경부고속도로를 만들면서 경제 발전의 길을 열었던 것처럼, 통일 역시 우리 민족이 반드시 이뤄야 할 미래의 사명이다.
파주 통일경제특구는 단순한 남북 경제협력 사업을 넘어 한반도 평화와 번영의 새로운 출발점이다. 파주는 남북 접경지역으로서 교통과 산업 인프라가 잘 갖춰져 있어 경제특구로서의 잠재력이 크다. 하지만 남북관계는 언제든 변화할 수 있기 때문에, 우리만의 힘으로는 한계가 있다. 그래서 중국, 일본, 미국, 유럽 등 세계 여러 나라와 국제기구가 함께 참여하는 다자간 협력이 꼭 필요하다. 이렇게 되면 파주는 남북 협력을 넘어 국제사회가 함께 만드는 평화경제의 중심지가 될 수 있다.
과거 남북 경제협력 사업들은 정치 상황에 따라 중단과 재개가 반복되면서 신뢰를 잃은 적이 많다. 그래서 특정 국가나 정권 변화에 흔들리지 않는 다자간 투자 구조와 국제기구의 감시가 중요하다. 이는 투자자들에게도 안정감을 주고, 파주 특구가 평화경제의 안전판 역할을 하도록 만드는 핵심이다.
또한 파주와 개성공단은 서로 다른 강점을 가지고 있다. 파주는 자본과 기술, 마케팅 능력이 뛰어나고, 개성공단은 근로 의욕이 높은 인적 자원을 갖추고 있다. 이 둘이 협력하면 남북 모두에게 실질적인 경제적 이익과 성장 기회를 제공하는 ‘윈윈’ 모델이 완성된다. 이런 성공 사례가 쌓이면 한반도 평화경제의 든든한 기반이 된다.

마지막으로, 파주 통일경제특구가 흔들림 없이 성장하려면 법적·제도적 안정성 확보가 필수이다. 국제적 합의와 투자자 보호 장치, 그리고 UN 같은 국제기구의 역할이 뒷받침되어야 한다. 그래야만 파주 특구가 남북관계의 정치적 변수에도 흔들리지 않고 지속가능한 평화경제의 중심이 될 수 있다.
