Korean Society of Administrative Services President Yoon Seung-gyu's Leadership Takes a Significant Hit by the Indefinite Postponement of the General Assembly
The Board of Auditors officially requested the Minister of the Interior and Safety to suspend the General Assembly... The proposed amendment prohibiting auditors from conducting special audits sets a bad precedent.
[Break News = Reporter Kim Wan-young] Since the inauguration of the third executive committee of the Korean Society of Administrative Services (President Yoon Seung-gyu), the organization has struggled to find stability amidst the checks and balances between auditors and members. Furthermore, conflict within the executive committee has led to criticism that the organization's performance has been poor.
This stems from the initial personnel mishap, followed by the unilateral notification of a proposed revision to the audit regulations to the board of directors without prior consultation with the board of auditors, sparking a conflict between the chairman and auditors.
While the Board of Directors approved the revised audit regulations on the 25th, restrictions on autonomous special audits remain, leading to significant problems in the auditors' role on behalf of the members.
Accordingly, the Board of Audit and Inspection requested the Minister of the Interior and Safety to cancel the general meeting of delegates, which was scheduled to take place at 2:00 PM on August 4th. This put the Administrative Systems Division, the supervisory department, on high alert.
In fact, it's rumored that the Ministry of the Interior and Safety had already strongly requested the cancellation of the previous general meeting of delegates due to personnel procedures issues. However, this time, the auditors officially requested the cancellation, and Chairman Yoon Seung-gyu, facing continued resistance, announced on the 30th that the general meeting of delegates would be postponed indefinitely.
Auditor Choi Im-kwang stated, "The current executive branch's arbitrary revision of the audit regulations cannot be tolerated. He expressed his commitment, saying, "The failure to provide documents requested by the auditors to the executive branch is a serious matter and will be addressed accordingly." He added, "Salary increases and personnel issues must also be reviewed through audits."
Meanwhile, a meeting is scheduled for 2:00 PM on August 1st between the Director of the Administrative Systems Division of the Ministry of the Interior and Safety, the President of the Korean Administrative Society, and auditors, raising all eyes on the outcome of this situation.
[Rebuttal]
The Korean Society of Administrative Services (KSAS) expresses the following position regarding the July 30, 2025, Break News article by reporter Kim Wan-young titled, "KSA President Yoon Seung-gyu's Leadership Significantly Taken Down by 'Indefinite Postponement of the General Assembly of Delegates'."
The expressions "unilateral revision" and "a blow to leadership" mentioned in the article regarding the revision of the audit regulations and the postponement of the General Assembly of Delegates are completely inconsistent with the facts. The actual amendments were revised and approved by the Board of Directors through due process.
Furthermore, the postponement of the General Assembly of Delegates was an unavoidable administrative measure, requiring prior consultation with the Administrative Systems Division of the Ministry of the Interior and Safety and for internal restructuring. The KSAS is currently making every effort to operate its organization based on institutional stabilization.
This report, which fails to adequately reflect these circumstances and is based on a one-sided, subjective bias, fails to adequately reflect the KSAS's counterarguments and position. We request a correction and balanced reporting.
