이재명 대통령은 최근 북극항로를 중심으로 한, 미, 북, 러, 일 모두 협력이 가능하다고 했다. 물론 좋은 말이다. 그런데 북극항로에 우리가 협력한다고 해서 협력이 될까? 우선 그러려면 선결해야 할 부분이 있다. 바로 러시아와의 관계 개선이다. 러시아의 관계 개선이 이루어지지 않으면 북극항로는 그저 허상에 불과하다. 북극항로는 러시아가 70% 이상의 지분을 갖고 있다. 이 말은 러시아가 허락하지 않으면 항로 사업 및 협력이 불가능하다는 얘기다. 북극항로를 이용하여 미국이나 중국을 등에 업고 러시아와의 관계는 회복하지 않은 상태에서 국익을 추구하겠다는 것인가?
정말로 그런 생각을 하고 있다면 이재명 대통령다운 야비한 생각이라 볼 수 있다. 그런데 그렇게 야비하게 하면 러시아가 한국을 북극항로 개발과 협력하도록 허락해 줄 것 같은가? 그런데 지금 러시아에서 한국에 대한 신용은 북한보다 낮다는 것이 현실이다. 북한이면 모를까. 한국은 북극항로 참여 순위가 미국이나 일본보다 더 떨어져 있는 후순위라는 것이 현지의 냉정한 평가다. 필자가 몇 일전, 러시아 이르쿠츠크와 울란우데를 다녀왔다. 현지에서 한국에 대한 평가는 "말은 그럴듯 하지만 실행은 잘 모르겠다(Слова звучат хорошо, но я не уверен насчет исполнения)."라고 한다.
그 말은, 러시아인들이 한국을 더 이상 못 믿겠다는 말이다. 한 때 한국의 바이칼 관광 중심이었던 이르쿠츠크는 이재명씨가 대통령이 되고 민주당에서 러시아와 직항 재개를 하겠다는 말에 들 떠 있었다고 한다. 왜냐하면 코로나 팬데믹 때문에 2021년에 인천-이르쿠츠크의 직항이 중단되었고, 현재까지도 러시아-우크라이나 전쟁에서 대러제재를 이유로 복원되고 있지 않기 때문이다. 바이칼은 2021년 이전만 해도 한국인들이 러시아 관광지 중 가장 즐겨 찾던 관광지 중에 하나였고, 한국인을 위한 바이칼 관광 프로그램도 준비되어 있었을 정도였다. 그렇기 때문에 이재명씨와 민주당의 발언에 어느 정도 기대를 하고 있었던 것은 사실이었다.
그런데 러시아와 관계 개선은 둘째치고, 직항재개의 움직임 또한 전혀 보이지 않고 있다. 올해 6월 4일부터 이재명씨는 대통령 임기를 시작한 이래, 두 달이 넘어 거의 3개월에 가까워가도록 푸틴 대통령과 만나는 것은 물론, 통화조차도 하지 않고 있다. 우크라이나에 지원만 안 할 뿐이지, 그냥 러시아를 없는 국가 취급하는 것 같은 느낌이 든다. 관계 개선 자체에 대해 의지도 없고 관심도 없는 것 같고, 필자는 그냥 러시아와 비행기 직항 개통에 대해서만 기대를 걸었었지만 이제는 그 기대마저도 역시 말 뿐이라는 것을 알게 되었다. 트럼프와 푸틴이 이미 알래스카에서 좋은 관계로 만나고 있는 상황에 도대체 무엇을 망설이고 있는지도 모르겠다.
직항 개설은 양측 대사관을 통해 양측 외교부가 합의하면 끝나는 가장 쉬운 문제다. 그런데 직항 재개에 대해 지금까지 논의가 없다. 이는 그냥 러시아와 관계 개선의 의지 자체가 없는 것으로 해석하는 것이 맞는 것 같다. 항간에서 언급되어진 것처럼 그의 관심은 오로지 중국에 있는 건지도 모르겠고, 9월부터 한국에 입국하는 중국인들에게 무비자로 열어준다고 한다. 진짜 이재명 대통령의 관심은 "스빠시바"가 아닌 "쎼쎼"에만 있는 것일까?
President Lee Jae-myung Should Prioritize Improving Relations with Russia Over the Northern Sea Route

President Lee Jae-myung recently stated that cooperation between South Korea, the US, North Korea, Russia, and Japan is possible, focusing on the Northern Sea Route. This is certainly a positive statement. But will cooperation on the Northern Sea Route actually lead to cooperation? To achieve this, there's a prerequisite: improving relations with Russia. Without improved relations with Russia, the Northern Sea Route will remain a mere illusion. Russia owns over 70% of the Northern Sea Route. This means that without Russia's permission, any business or cooperation on the route is impossible. Does this mean he intends to use the Northern Sea Route to pursue national interests while relying on the US and China and without restoring relations with Russia?
If he truly believes this, it's a truly vile thought, typical of President Lee Jae-myung. But do you think Russia would allow South Korea to cooperate on the development of the Northern Sea Route if he were to act so viciously? The reality is that South Korea's trust in Russia is lower than that of North Korea. Perhaps North Korea is no different. The sobering assessment from locals is that Korea's participation in the Northern Sea Route is lower than that of the United States or Japan. A few days ago, I visited Irkutsk and Ulan-Ude, Russia. The local assessment of Korea is, "The words are good, but the execution is questionable."
This means Russians no longer trust Korea. Irkutsk, once a center of tourism in Korea's Baikal region, was reportedly excited by Lee Jae-myung's election as president and the Democratic Party's announcement that direct flights would resume with Russia. This is because direct flights between Incheon and Irkutsk were suspended in 2021 due to the COVID-19 pandemic, and have not been restored to this day, citing anti-Russian sanctions imposed during the Russia-Ukraine War. Before 2021, Baikal was one of the most popular Russian tourist destinations for Koreans, and there were even Baikal tour programs specifically designed for them. Therefore, I had some expectations regarding Lee Jae-myung and the Democratic Party's remarks.
However, let alone improving relations with Russia, there's been no sign of any movement toward resuming direct flights. Since taking office on June 4th of this year, more than two months later, almost three months later, Lee Jae-myung hasn't met with President Putin, let alone spoken on the phone. It feels like he's not only failing to provide support to Ukraine, but also treating Russia as a non-existent nation. He seems to have no intention or interest in improving relations. While I had initially hoped for the opening of direct flights with Russia, I've now realized that even that hope is empty rhetoric. Given that Trump and Putin are already meeting in Alaska on good terms, I can't understand why they're hesitating.
Establishing direct flights is the easiest matter, requiring an agreement between the two embassies and the two foreign ministries. However, there has been no discussion of resuming direct flights. This seems to be interpreted as simply a lack of will to improve relations with Russia. As rumored, his focus may be solely on China, with reports suggesting visa-free entry for Chinese nationals into Korea starting in September. Is President Lee Jae-myung truly focused on "Sseupseup" rather than "Spasiba"?
