이랜드복지재단(대표 정영일)이 운영하는 진도군노인복지관(관장 장애순)은 지난 8월 28일 ‘섬복지, 현재와 미래’ 간담회를 열고 도서 지역 맞춤형 복지 전략을 논의했다. 이번 간담회는 의료·복지 접근성이 취약한 섬 주민을 위한 지속 가능한 복지 모델을 모색하고, 민·관·학 협력 기반을 강화하기 위해 마련됐다.
진도군은 43개의 유인도를 보유하고 있지만, 교통·의료 인프라 부족으로 복지 사각지대가 심각한 상황이다. 이에 진도군노인복지관은 대면·비대면을 병행하는 ‘2-트랙 모델’을 운영 중이다. 이동 세탁·이동 영화관, 생필품·이미용 지원, 주거 개선, 긴급 의료 연계 등 대면 서비스와 함께, 온라인 원예·건강 관리·체조·미술 수업 등 비대면 프로그램을 병행해 섬 주민의 삶의 질 향상에 기여하고 있다.
이러한 성과는 지난해 전라남도 사회공헌 우수 프로그램 도지사상과 2024년 ESG 사회공헌 아이디어 공모전 장려상으로 이어지며 대외적으로도 인정받았다.
간담회에는 김희수 진도군수를 비롯해 학계·현장 전문가 10여 명이 참석했다. ▲여수시사회복지협의회 임채욱 회장은 민관 협력의 필요성을 강조했고, ▲국립목포대 김영란 교수는 고령자 인터뷰 기반 연구를 소개했다. 또한 ▲광운대 이재언 연구원은 교통·통신 등 구조적 문제 해결을 위한 제언을 내놓으며, 섬 복지의 지속 가능성을 높이는 방안을 모색했다.
이랜드복지재단 관계자는 “섬이라는 지리적 한계는 곧 복지의 한계를 의미하지 않는다”며 “진도군노인복지관의 경험을 토대로 더 많은 섬 어르신들의 삶을 지킬 수 있도록 민·관·학 협력을 확대하겠다”고 밝혔다.
재단은 앞으로 해외 우수 모델 벤치마킹, 전문가 협업을 통해 도서 지역 특화 복지 서비스를 고도화하고, ‘전국 섬 복지 대표 모델’로 발전시키는 전략을 추진할 계획이다.
