브레이크뉴스 정민우 기자= 열차표 구하기가 하늘의 별 따기와도 같은 명절 기간(대수송기간)에 철도운영기관 ㈜에스알(SR) 직원들은 출장증을 이용해 ‘0 원 좌석 ’을 발권해 이용한 것으로 드러났다.
더불어민주당 한준호 의원이 SR부터 제출받은 자료에 따르면 최근 3 년간 명절 대수송기간 동안 출장(편승)증을 이용한 ‘0 원’ 탑승이 415 건에 달했다.
출장(편승)증 이용 415 건 가운데, 341 건은 열차 운행을 마치고 돌아오는 기장과 객실장들이 이용(편승 이용) 한 것으로 나타났다. 하지만, 기장 및 객실장이 아닌 ‘대체승무 자격자’가 편승 업무를 사유로 편승증을 이용한 사례도 확인됐다.
SR의 ‘공무관련 SRT 좌석 이용 지침’에는 ‘좌석의 여유가 있을 때 ’ 좌석을 이용할 수 있는 것으로 명시돼 있다. 아무리 공무수행과 관련한 열차표 발권이었다 하더라도 관련 지침에 부합하지 않는다는 지적이다. 명절 기간에는 ‘좌석의 여유가 있음’이라는 전제가 사실상 성립하기 어렵다는 이유에서다.
또 다른 철도운영기관인 한국철도공사(코레일)의 경우, 대수송기간에는 직원용 계정의 로그인 자체를 막고 있어 명절에는 출장(편승)증을 이용한 탑승 자체가 불가능한 것으로 확인됐다.
이에 한 의원은 “출장증은 공적 업무 수행을 위해 필수적인 제도이지만, 국민이 열차표를 구하지 못해 귀성길을 포기하기도 하는 명절 기간에 철도운영기관 직원이 ‘0 원 좌석’으로 이동하는 것은 국민 정서에 부합하지 않는 측면이 상당하다”며 “대수송기간 한정이라도 직원용 계정 로그인 및 출장증 발권을 제한하는 등 국민의 편의를 우선으로 할 수 있는 개선방안을 마련하길 바란다”고 말했다.
