[브레이크뉴스=배종태 기자] 부산시는 SB선보㈜와 '터키의 카라데니즈 홀딩'과 함께 조선·해양플랜트 산업 발전을 위한 3자 업무협약을 25일 오후 벡스코 컨벤션홀에서 체결했다.
이번 협약은 조선기자재와 해양플랜트 분야에서 상호 역량을 공유하고 글로벌 프로젝트 협력을 확대하기 위한 것으로, 부산 조선·해양 산업의 경쟁력 강화에 중요한 계기가 될 전망이다.
조선·해양플랜트 분야 공동 발전 위한 3자 협력 체계 구축
협약식에는 박형준 부산시장, 최금식 SB선보㈜ 회장, 오스만 무라트 카라데니즈 카라데니즈 홀딩 회장을 비롯해 양국 관계자들이 참석했다.
이번 협력은 지역 기업의 참여 기반 확대, 기술 교류, 기자재 공급, 공동 프로젝트 발굴 등 산업 전반에서 협력의 폭을 넓히기 위한 취지로 마련됐다.
협약의 주요 내용은 ▲부산시의 행정적 지원과 기업 참여 확대를 위한 네트워크 구축 ▲SB선보㈜의 기술 역량 및 기자재 공급 능력 공유 ▲카라데니즈 홀딩의 파워십(Powership)·FSRU(Floating Storage and Regasification Unit) 운영 경험과 글로벌 프로젝트 노하우 제공 등이다.
부산 조선기자재 산업의 글로벌 확장 기반 마련
세 기관은 협약을 통해 부산이 강점을 지닌 조선기자재 산업의 글로벌 진출 기회를 넓히고, 새로운 수출 동력을 확보한다는 목표다.
특히 SB선보㈜는 국내 조선업계에 선박 모듈 유닛 시스템을 도입한 대표 향토기업으로, 통합법인 출범 이후 FGSS(가스 추진 연료공급시스템), 수전해 기술, 탄소 포집(OCCS) 등 친환경 에너지 분야로 사업을 확장하며 글로벌 친환경 기술 기업으로 도약하고 있다.
카라데니즈 홀딩은 전 세계에서 가장 활발하게 파워십 사업을 운영하고 있는 기업으로, 자회사 카르파워십을 통해 아프리카와 아시아 여러 국가에 발전선을 공급하며 이동형 전력 솔루션 시장을 이끌고 있다. 이번 협약을 통해 부산 조선·기자재 기업의 공급망 참여 가능성도 열릴 것으로 기대된다.

박형준 시장은 부산이 대한민국 최대 조선기자재 산업 집적지를 기반으로 디지털·친환경 전환을 선도하고 있다고 강조하며, “세 기관의 협력은 동북아 해양수도로 도약하기 위한 중요한 걸음”이라고 말했다. 또 “각 기관의 강점을 결합해 조선·해양플랜트 산업의 혁신을 촉진하고 글로벌 협력체계를 더욱 강화하겠다”고 밝혔다.

The City of Busan has entered into a trilateral cooperation agreement with SB Seonbo Co., Ltd. and Turkey’s Karadeniz Holding to accelerate innovation and collaboration in the shipbuilding and offshore plant sectors. The signing ceremony, held on November 25 at BEXCO Convention Hall, marked a significant step toward expanding Busan’s role as a global maritime hub and enhancing the competitiveness of local companies.
■ Trilateral Agreement to Strengthen Collaboration Across Marine Industrial Fields
Busan Mayor Park Heong-joon, SB Seonbo Chairman Choi Geum-sik, and Karadeniz Holding Chairman Osman Murat Karadeniz attended the ceremony.
The agreement is designed to promote cooperation across shipbuilding, offshore plant engineering, and shipbuilding equipment, creating formal channels for technology exchange, participation in joint projects, and business networking.
Key elements of the partnership include: ▲Busan City- Administrative support to broaden local companies’ participation and establish collaborative networks ▲SB Seonbo- Sharing technological capabilities and expertise in equipment supply ▲Karadeniz Holding- Providing experience from global power generation vessel projects, including Powership and FSRU (Floating Storage and Regasification Unit) operations
The industry-leading Powership model—which installs power generation systems on ships or barges—and FSRUs, which store and regasify LNG without requiring onshore terminals, are expected to become new areas of cooperation.
■ Boosting Global Competitiveness for Busan’s Shipbuilding Equipment Cluster
The three parties plan to jointly develop new business opportunities and strengthen supply chain competitiveness for Busan’s shipbuilding equipment companies, a core growth engine for the region.
SB Seonbo, known for pioneering the shipbuilding module unit system in Korea, has been expanding into eco-friendly energy technologies including FGSS (fuel gas supply systems), water electrolysis systems, and onboard carbon capture solutions since the launch of its integrated corporation in July.
Karadeniz Holding, the world’s leading Powership operator, supplies floating power plants to numerous countries in Africa and Asia through its affiliate Karpowership, offering innovative mobile power solutions. Through this partnership, Busan companies may gain access to new global procurement channels and project participation opportunities.

Mayor Park stated that Busan, home to the nation’s largest cluster of shipbuilding equipment companies, is advancing digital transformation, green technologies, and high-value manufacturing within the marine industry.
He added, “This agreement will enhance international cooperation as Busan transitions into a leading maritime city in Northeast Asia. By combining the strengths of each institution, we will further drive innovation and collaboration in the shipbuilding and offshore plant sectors.”
