【브레이크뉴스 대구】진예솔 기자=김승수 의원이 대표 발의한 ‘문화산업진흥 기본법’ 개정안이 국회 문화체육관광위원회 전체회의를 통과했다.
국민의힘 김승수 의원(대구 북구을)이 발의한 이번 개정안에는 한국콘텐츠진흥원 내에 대출계정을 신설해, 방송영상진흥재원을 기본재산으로 등재하고 그 관리·운영에 대한 법적 근거를 마련하는 내용이 담겼다.
지금까지는 이 재원이 관행적으로 운영돼 왔으나, 앞으로는 제도적으로 보다 투명하게 관리될 전망이다.
앞서 2023년 감사원이 실시한 출연·출자기관 경영관리 실태조사에서는, 한국콘텐츠진흥원이 1996년과 1997년에 유선방송사업자 등으로부터 별도 법적 근거 없이 방송영상진흥재원을 조성해 예산 외 자금으로 사용해 온 점이 지적된 바 있다.
김 의원은 이 같은 지적을 계기로 재원 운영의 투명성과 안정성 확보를 위해 개정안을 대표 발의했다. 법안 통과로 방송영상진흥재원 관련 법적 근거가 명확해졌고, 관리·운영에 대한 책임성도 한층 강화될 것으로 기대된다.
현재 방송영상진흥재원은 약 280억 원 규모로, 방송영상물 제작과 인프라 구축 지원 등에 사용되고 있다. 1997년 융자 사업 시행 이후 지금까지 총 2,667억 원의 융자를 통해 ‘꼬마버스 타요’, ‘뽀롱뽀롱 뽀로로’ 같은 어린이 애니메이션부터 ‘육룡이 나르샤’, ‘모범택시’ 등 다양한 방송영상 콘텐츠 제작을 지원해왔다.
김승수 의원은 이번 개정안 통과에 대해 “방송영상진흥재원의 관리와 운영에 대한 법적 근거가 명확해짐에 따라 콘텐츠 산업 지원의 안정성과 책임성이 한층 높아질 것”이라고 밝혔다. 이어 “앞으로도 문화콘텐츠 산업이 지속적으로 성장할 수 있도록 제도 개선과 정책적 지원에 최선을 다하겠다”고 말했다.

The Board of Audit and Inspection's 2023 survey on the management of public and privately funded organizations previously pointed out that the Korea Creative Content Agency had raised funds from cable broadcasters and other entities without a separate legal basis in 1996 and 1997 and used them as extra-budgetary funds.
Representative Kim, responding to these concerns, sponsored the amendment to ensure transparency and stability in the management of the fund. The passage of the bill clarifies the legal basis for the Broadcasting and Video Promotion Fund and is expected to further strengthen accountability for its management and operation.
Currently, the Broadcasting and Video Promotion Fund, worth approximately 28 billion won, is used to support broadcasting and video production and infrastructure development. Since its launch in 1997, a total of 266.7 billion won has been provided through loans, supporting the production of diverse broadcasting and video content, including children's animations like "Tayo the Little Bus" and "Pororo the Little Penguin" as well as "Six Flying Dragons" and "Taxi Driver."
Representative Kim Seung-soo commented on the passage of this amendment, saying, "With the legal basis for the management and operation of the Broadcasting and Video Promotion Fund now clear, the stability and accountability of support for the content industry will be significantly enhanced." He added, "We will continue to do our utmost to improve the system and provide policy support to ensure the continued growth of the cultural content industry."
