【브레이크뉴스 포항】박영재 기자=포항시 영일만산단이 정부의 ‘분산에너지 특화지역’으로 선정되면서, 지역 산업단지를 중심으로 한 청정에너지 전환 사업이 본격 추진된다.
국민의힘 김정재 국회의원(포항 북구)은 25일 기후에너지환경부가 영일만산단을 분산에너지 특화지역으로 지정한 것과 관련해 “포항이 대한민국 에너지 전환의 핵심 거점으로 도약할 수 있는 중요한 발판을 마련했다”며 환영의 뜻을 밝혔다.
이번 선정으로 포항시는 영일만산단을 중심으로 그린 암모니아를 연료로 활용한 수소엔진발전 실증사업을 추진하게 된다. 생산된 무탄소 전력은 산단 내 이차전지 기업 등에 직접 공급될 예정이다.
분산에너지 특화지역은 원거리 송전망에 의존하지 않고, 에너지 수요지 인근에서 생산과 소비가 이뤄지는 지산지소형 에너지 체계를 구축하는 제도로, ‘분산에너지 활성화 특별법’을 근거로 운영된다.
사업 계획에 따르면 2027년까지 1메가와트(MW)급 실증시설을 구축하고, 실증 성과에 따라 2028년 이후에는 40MW 규모로 단계적 확대 운영할 방침이다.
암모니아는 연소 과정에서 이산화탄소를 배출하지 않는 청정에너지로 평가받고 있으며, 이번 사업을 통해 포항시는 철강·이차전지 등 에너지 다소비 산업의 RE100 대응 기반을 확보하는 동시에, 현재 약 1.8%에 머무는 지역 전력 자립률도 크게 개선할 것으로 기대된다.
이번 실증사업에는 GS건설, HD현대인프라코어, 아모지(AMOGY) 등 국내외 에너지 기업들이 참여해 기술 검증과 사업 모델 구축에 나선다.
김정재 의원은 “포항의 산업 구조와 기술적 경쟁력을 지속적으로 설명하며 관계 기관과 협의를 이어온 결과”라며 “앞으로도 포항이 산업 경쟁력과 환경 가치가 조화를 이루는 미래형 청정에너지 도시로 성장할 수 있도록 최선을 다하겠다”고 밝혔다.

The Distributed Energy Specialized Zone is a system designed to establish a localized energy system where production and consumption occur near energy demand points, without relying on long-distance transmission networks. It operates under the "Special Act on the Promotion of Distributed Energy."
According to the project plan, a 1-megawatt (MW) demonstration facility will be built by 2027, with a gradual expansion to 40 MW after 2028, based on the demonstration performance.
Ammonia is considered a clean energy source that does not emit carbon dioxide during combustion. Through this project, Pohang City is expected to establish a foundation for RE100 compliance in energy-intensive industries such as steel and secondary batteries, while also significantly improving the local power self-sufficiency rate, currently at approximately 1.8%.
Domestic and international energy companies, including GS Engineering & Construction, HD Hyundai Infracore, and AMOGY, will participate in this demonstration project to verify technology and develop a business model.
Councilmember Kim Jeong-jae stated, "This is the result of ongoing discussions with relevant organizations and ongoing presentations on Pohang's industrial structure and technological competitiveness. We will continue to do our best to ensure Pohang grows into a future-oriented clean energy city that harmonizes industrial competitiveness and environmental values."
